| CG Hermann: Good afternoon everyone. During my 2 years in Cairo, perhaps the most frequent questions I have been asked have to do with the Diversity Visa Lottery. It is a very popular program in Egypt and around the world so I thought it would be valuable for us to talk about the program this afternoon. Let me start by giving you some basic information about the Diversity Visa (DV) program: The annual diversity lottery offers 50,000 permanent resident visas to persons from countries with low rates of immigration to the United States. The DV program begins with a lottery in which applicants submit a simple online entry. The entries are then sorted by a computer, and the winners randomly selected. Each winner is randomly assigned a rank order. The Kentucky Consular Center (KCC) notifies the winners and asks them to prepare their documents. As the year progresses, the winners are called in for interviews in rank order. The Department of State has registered and notified by mail the winners of the 2009 DV lottery and the visas have been apportioned among six geographic regions with a maximum of 3,500 visas available to any one country, including Egypt. The popularity of this program is demonstrated by the fact that for the 2009 DV program there were over 9 million qualified entries worldwide. Over the last few years, Egypt has been one of the biggest recipients of Diversity Visas. The 2010 DV program will begin on October 2 and last until December 1, 2008. Information and instructions about the 2010 program will soon be available at http://www.dvlottery.state.gov. I know there are lots of great questions from all of you so let's get to it.

خلال العامين اللذين قضيتهما في القاهرة، دارت معظم الأسئلة التي وجهت إلي كانت حول برنامج التأشيرات القرعة، فهو برنامج مشهور في مصر والعالم، لذا فقد رأيت أهمية التحدث عن هذا البرنامج هذا المساء. دعوني أبدأ بتقديم معلومات أساسية عن برنامج تأشيرة القرعة: يقدم برنامج تأشيرة القرعة السنوي تأشيرات إقامة دائمة لعدد 50000 شخص من البلاد ذات معدل الهجرة المنخفض إلى الولايات المتحدة. يبدأ البرنامج بقرعة يقدم فيها المشاركون طلبا بسيطا على الموقع الإليكتروني، ثم يتم ترتيب الطلبات بواسطة الكمبيوتر واختيار الفائزين عشوائيا بعد ذلك. ثم يتم منح كل فائز رقم تسلسل بصورة عشوائية . يقوم مركز كنتاكي القنصلي بإخطار الفائزين ومطالبتهم بتسليم المستندات اللازمة. وفي خلال العام يتم استدعاء الفائزين للمقابلات الشخصية طبقا للأرقام التسلسلية. قامت وزارة الخارجية بتسجيل وإخطار الفائزين لعام 2009 ، كما تم توزيع التأشيرات على ست مناطق جغرافية بحد أقصى 3500 تأشيرة للدولة الواحدة، وكانت مصر إحدى الدول المختارة. وتنعكس شعبية هذا البرنامج على تقدم أكثر من 9 مليون مشارك من جميع أنحاء العالم لتأشيرة عام 2009. وكانت مصر إحدى أكبر الدول الفائزة بالتأشيرة العشوائية على مدار الأعوام القليلة الماضية. يبدأ برنامج عام 2010 في 2 أكتوبر2008 ويستمر حتى 1 ديسمبر 2008. وستتاح المعلومات وتعليمات التقدم للبرنامج قريبا على الموقع http://www.dvlottery.state.gov. ويتاح للمتقدمين هذا العام ، وللمرة الأولى ، متابعة موقف طلباتهم على الإنترنت، كما سيتم إخطار المتقدمين بنجاح عملية التقدم عن طريق البريد. أعلم أن لديكم الكثير من الأسئلة الهامة، فدعونا نبدأ الآن. |

هانى فتحى : هل يوجد هناك اى وساطة فى اختيار المهاجرون عن طريق القرعة(اللوترى( |
| CG Hermann: عملية الاختيار نزيهة تماما. أكثر من تسعة ملايين شخص تقدموا لبرنامج الهجرة العشوائية فى العام الماضي. ولكن الكونغرس يوافق فقط على 50000 تأشيرة فى السنة الواحدة. ونحن نستخدم الكمبيوتر لاختيار الفائزين فى البرنامج بطريقة عشوائيه. الأسماء أو غيرها من المعلومات ليس لها أى عامل في عملية الاختيار.

عماد مندوه : لماذا تتم الهجره على عدد محدود وبطريق عشوائ |
| CG Hermann: لأن برنامج الهجرة العشوائية يعتبر تكملة لتأشيرات الهجرة العادية. والغرض من البرنامج هو تعزيز تنوع المهاجرين إلى الولايات المتحدة. أصدرت وزارة الخارجية فى العام الماضي حوالي 435.000 تأشيرة هجرة. يمثل برنامج الهجرة العشوائية حوالي 10 ٪ من هذا المجموع. بالرغم من أن الاختيار لمقدمي الطلبات يتم بطريقة عشوائية، إلا أن البرنامج نفسه ليس عشوائياُ. تستخدم وزارة الامن الداخلى صيغة معقدة لتحديد البلدان التي أرسلت أقل عدد من المهاجرين إلى الولايات المتحدة. فهذه البلدان تمنح عدد أكبر من التأشيرات. كانت مصر في السنوات الأخيرة واحدة من أكبر الدول الحاصلة على تأشيرات الهجرة العشوائية في العالم.

| CG Hermann: If an applicant is successful, the KCC will notify that applicant by mail. If you were successful in the 2009 program, you should have received a letter. For the DV 2010 program, entrants who keep their confirmation page information will also be able to check their entry status through the internet.

| CG Hermann: عزيزي جورج، أى رفض سابق لتأشيرات سياحية لا يؤثر بالسلب على حصولك على تأشيرة هجرة عشوائية. مع ذلك فإن جميع الفائزين بالهجرة العشوائية يخضعون لجميع أسباب عدم الأهلية لتأشيرات الهجرة المنصوص عليها في قانون الهجرة والجنسية، مثل الغش أو تجاوز مدة الإقامة في الولايات المتحدة |

| CG Hermann: Yes. There is a big difference this year (the 2010 program). For the first time, successfully registered lottery entries will result in the display of a confirmation screen containing the applicant's name and confirmation number which can then be printed. The confirmation page will also provide information the entrant may use to electronically check the status of their own entry. All successful entrants will be notified by mail of their successful entries, but only those entrants who keep their confirmation page information will also be able to check their entry status through the internet. www.dvlottery.state.gov to see the rules. Please remember that this only applies to DV 2010. Those people who won DV 2009 will only receive a letter.

Guda : لقد تقدمت في برنامج الهجرة العشوائية للعام 2007/2008 وانا على علم تام بجمبع شرط الهجرة وقد فوجئت برسالة منذ خمسة وصلتني على البريد الإلكتروني تخبرنى بأنني قد فزت في تلك القرعة ومرسل رقم القرعة الفائز الخاص بي وأخبرتني الرسالة بضرورة دفع مبلغ وقدره 950 دولار امريكي رسوم الهجرة لشخص مدون عنوانه بالبريد فهل هذا الكلام صحيح ؟ |
| CG Hermann: عزيزي جودة، بالطبع لا. أولا، وكما ذكرت من قبل، المركذ القنصلى بولاية كنتاكى (KCC) لا يستخدم البريد الالكتروني للاتصال بالفائزين. KCC تستخدم البريد فقط للإتصال بالفائزين. هذا العام ولأول مرة، سيتمكن المتقدمين من التحقق من موقف الاستمارة الخاصة بهم عن طريق الانترنت بعد فترة وجيزة من التقديم. ثانيا، . يرجى ملاحظة أنه لا يوجد أي رسوم للتقديم فى برنامج الهجرة العشوائية، ولكن فقط فى حالة اذا ما وقع الاختيار عليك. إن الفائزين فى البرنامج غير مطالبين بتسديد أى رسوم حتى يوم المقابلة الخاص بهم. تلك الرسوم يجب أن تسدد في السفارة يوم المقابلة. |

| CG Hermann: عزيزتي، تهانينا على الحمل. بينما يجب عليك إدراج جميع أفراد أسرتك عند التقديم فى برنامج الهجرة العشوائية، إذا تزوجت أو أنجبت طفل بعد فترة التسجيل، يمكنك ببساطة إضافة الجديد من أفراد الأسرة في وقت يقديم طلب الهجرة الخاص بك. |

| CG Hermann: عزيزي هاني، نعم. لأول مرة هذا العام، بعد تقديم الإستمارة بنجاح، ستعرض شاشة تحتوى على إسم المتقدم ورقم تأكيد خاص به، والتى يمكن طباعتها. ًهذه الصفحة ستوفر أيضاُ معلومات يمكن للمتقدم استخدامها للتحقق من موقف الاستمارة الخاص به لاحقا. سيتم إخطار جميع المتقدمين فى حالة الفوز عن طريق البريد ولكن المتقدمين الذين إحتفظوا بصفحة التأكيد الخاصة بهم سيتمكنوا من التحقق من موقف إستمارتهم عبر شبكة الانترنت. |

| CG Hermann: Yes. Entering the lottery is free. You don't need to pay anything to enter. However, if you are selected, you must pay a fee of $775 dollars at the time of application at the Embassy. Please note, this fee is only ever paid at the Embassy. If someone asks you to pay a fee by wire, Western Union, check, etc, they are almost certainly fraudulent.

| CG Hermann: عزيزي طارق. سؤال رائع. خصوصيتك تهمنا. في الواقع يتطلب قانون الولايات المتحدة حماية المعلومات المقدمة عن طالبي التأشيرات. لهذا السبب لا نستطيع ان نناقش حالة أي شخص على وجه التحديد. وعندما نناقش برنامج الهجرة العشوائية، نعلن عدد من الفائزين ، ولكننا لا نعلن من أسمائهم. |

ِعمر خليفة : السلام عليكم لو سمحتم عند استفسار بسيط بخصوص استمارة التسجيل بالقرعة العشوائية انا مصرى الجنسية من ابوين مصريين لكننى ولدت بالسعودية اثناء عمل الوالدين بالسعودية فهل عند التقديم بالقرعة ستتم معاملتى على اساس المولد ام على اساس اننى مصرى و اعيش بمصر ؟؟ لاننى على حسب علمى اجد نسبة الرابحين من السعوديين صغيرة جدا بالمقارنة بالمصريين ؟؟ و شكرا على اهتمامكم . |
| CG Hermann: عزيزي عمر، إن الغرض من برنامج الهجرة العشوائية هو زيادة عدد المهاجرين من البلدان التي لم ترسل كثير من المهاجرين في السنين الماضية. ولذلك ، هناك اهمية كبيرة لبلدك او مكان ميلادك، وهذا مايطلق عليةChargeability بصفة عامة، chargeability تحدد بناءً على البلد التى ولدت فيها، وليس بناءً على الجنسية الخاصة بك. هنال بعض الإستثناءات فى هذا الشأن والتى يمكن القراءة عنها على الموقع: www.travel.state.gov |

| CG Hermann: A description of the photo requirements is included in the DV instructions at
http://www.dvlottery.state.gov. As you have experienced, if your picture doesn't meet the requirements, it won't be accepted, or your application could be disqualified.

| CG Hermann: عزيزي وائل، يجب ان تكتب الأسماء بعناية فى استمارة التسجيل كما هي مدونة بجواز السفر ولكن يمكن التغاضي عن بعض الأخطاء الصغيرة ويمكن تعديلها اثناء المقابلة الأخيرة. |

| CG Hermann: Generally speaking, your chargeability is determined by where you were born, not what your nationality is. There are some exceptions, which you can read about at www.travel.state.gov/visa

| CG Hermann: Not at all. The DV program requires that applicants have the equivalent of a high school diploma or two years of professional experience. If your diploma is from an Egyptian high school, that's just fine. If you are selected for the DV, however, and do not have a diploma or the required experience, you will be disqualified.

| CG Hermann: عزيزي محمد، الفائزين فى برنامج الهجرة العشوائية مطالبين بتقديم أصول أو صور طبق الأصل من جميع المستندات المطلوبة(شهادة الميلاد، عقد الزواج، صحيفة الحالة الجنائية وشهادة المؤهل الدراسى). على الرغم من أن كافة المستندات يجب أن تكون أصلية، ليس هناك حاجة إلى توثيقها من قبل وزارة الخارجية المصرية. جميع المهاجرين، بما فى ذلك المهاجرون عن طريق الهجرة العشوائية، تقديم فحص طبي عن طريق واحد من فريق الأطباء المحدد من قبل السفارة. قائمة بفريق الأطباء سترسل مع خطاب المقابلة الخاص بكم |

Moataz : Are there any restrictions on applying for the DV-2010 based on the applicant’s job? For example, can military personals, policemen and people working in government agencies apply for the DV? |
| CG Hermann: Absolutely. There are no restrictions on professions for the DV. We are happy to get experienced applicants from all fields. The DV 2010 program will begin on October 2, 2008 and end on December 1, 2008. We recommend strongly that applicants try to enter at the beginning of the registration period, as our computers can get overwhelmed during the final days.

| CG Hermann: عزيزي أحمد، الامر يعتمد على ما تعنيه "بورق الجرين كارد". إذا كنت تعني الاستمارة الخاصة ببرنامج الهجرة العشوائية، فالاجابه هى أنه يمكنك فقط التقديم لبرنامج الهجرة العشوائية عن طريق شبكة الانترنت على الموقع الالكترونى www.dvlottery.state.gov. ولكن إذا كنت تحاول الاستفسار عما إذا كان هنال وسيلة أخرى للحصول على تأشيرة، فالجواب أكثر تعقيدا. بصفة عامة، لا يمكن للأجانب طلب تأشيرة هجرة مباشرة، كما فى بعض البلدان الأخرى. وفي معظم الحالات يجب أن يقوم مواطن أمريكي، سواء صاحب العمل أو أحد الأقارب، بتقديم طلب تأشيرة هجرة نيابة عنك. عادة هذا الطلب يجب أن يقدم في الولايات المتحدة من خلال مكتب الهجرة والجنسية. يمكن للمواطنين الاميركيين المقيمين في مصر لأكثر من ستة أشهر تقديم طلب تأشيرة هجرة لأزواجهم وأطفالهم بالسفارة الأمريكية بالقاهرة. |

| CG Hermann: Mina, if you win the DV program and travel to America, you will receive a greencard. Once you receive a
green card, you are treated just like American citizens when it comes to education. You would be eligible for financial aid and consideration as a native student. As for getting a passport, this often depends. Generally, the minimum period of residence is five years, although in some cases it may be less.

| CG Hermann: عزيزي خالد، أود أن أشجعك على التقديم فى البرنامج مرة أخرى. في كل عام، يتم إختيار عدد من المتقدمين أكبر من عدد التأشيرات المحدد وذلك لأن بعض المتقدمين ذوى الارقام الدنيا يتم استبعادهم من البرنامج اما لعدم استيفائهم الشروط أو لعدم رغبتهم فى الهجرة أو لعدم ظهورهم يوم الموعد المحدد لهم. وسوف يقوم المركز القنصلى بإخطارك فى حالة الفوز وعندما يحدد لك موعد مقابلة. اذا وصلك الخطاب الأول وليس الثانى، فذلك يعنى على الأرجح أننا لم نصل لرقم الحالة الخاص بك خلال البرنامج وبالتالى لن نتمكن من إصدار تأشيرة لك. |

| CG Hermann: Walid, the US government does not offer any financial support or employment opportunities as part of the DV program. Once you arrive in the U.S. you will be responsible for providing for yourself. However, once your visa is issued, you have six months to travel to America. This should give you time to figure out where you want to live and work. Many DV winners will contact friends or relatives in the U.S. to assist them with the transition.

| CG Hermann: عزيزي ميدو، يجب على المتقدمين الذين يبلغ عمرهم 21 عاما أو أكثر تقديم طلب منفصل لبرنامج الهجرة العشوائية، في حين أن المتقدمين تحت سن 21 عاما من العمر لديهم الخيار إما أن يقدموا طلب منفصل أو أن يقوموا بإدراج أسمائهم ضمن الطلب الخاص بالوالدين. جميع المتقدمين يمكن تقديم طلب منفصل وأيضاً إدراج أسمائهم ضمن إستمارات الزوج أو الوالدين فى نفس البرنامج. مع ذلك، لا يمكن لأحد تقديم أكثر من طلب منفصل واحد خلال البرنامج.التسجيل أكثر من مرة فى برنامج الهجرة العشوائية لنفس العام يؤدى الى استبعاد طلبك من البرنامج. |

| CG Hermann: Congratulations on your new baby! There's no doubt that babies are hard to photograph, Moataz. However, you really have to submit that photo. This is very important. If there's no photo, your child will not appear in your application. If you fail to list all family members at the time of your initial entry, your case will be disqualified.

| CG Hermann: Unfortunately, the majority of people who apply for the DV lottery will be disappointed. Over nine million people applied for 50,000 visas. The competition is fierce. I can only encourage you to keep trying. As for your second question, Ahmed, the DV program is a Congressionally mandated program. If Congress believes that it is no longer needed, they could cancel it. While there has been some discussion by individual Congressmen about
canceling it, there is no indication that Congress will take any action to change it in the near future.

I'm engaged to an American girl and we filed for the visa this month (September) can i file for the Diversity Visa or i can't ? if so do you think i have a better chance then others cause I'm engaged to an American girl to get a Diversity Visa (i heard that you can't file for 2 visas at the time.) | CG Hermann: Congratulations, Mohamed! You are welcome to apply for the DV. However, I think that you will probably not need it. Applicants begin the DV program a long time before they finish it. The DV-2010 entry period will begin on October 2, 2008 and end on December 1, 2008. However, the winners of the program will not be interviewed until at least October 2010. Some of them will be interviewed in September 2011. Applying for a visa as the husband or fiancée of an American only takes a few months. However, you can apply for the DV and another type of visa at the same time.

mohammed : dear sir i'd like to ask if it's necessary to have relative who live already in USA to enroll in DV lottery? if that is ok how can i get self-support without being a puplic charge thanks best regards |
| CG Hermann: At the time of your application, you will need to give us an address in America that you plan to move to, but you don’t need to have relatives in the United States to be able to apply for the DV program. The DV program does not require any proof of financial support in the U.S. The Consular officer will evaluate your application to determine if you are going to be able to support yourself in America. If she has a concern, she may ask you to provide financial information or an Affidavit of Support. However, most applicants don’t need to do this. |

| CG Hermann: Randa, the most important thing to do is to read the instructions carefully. You can find them at
http://www.dvlottery.state.gov. It is also important to fill out your application forms, both online and on paper, carefully and correctly. If you would like assistance in filling out the forms, that is fine, but it is not mandatory. The US government does not recommend any individual or company to help people fill out forms.

| CG Hermann: Congratulations! The interviews for the DV-2009 program will start on the first of October. Winning applicants are randomly assigned a rank number. Low rank numbers like yours are expected to be scheduled some time during October or November. KCC will mail your appointment letter approximately three weeks before the appointment date.
