Sam : How can i get a voting card while i live in Egypt? i applied for one while i was in USA and i recieved it within few weeks at my P.O Box,but i recieved a cancellation notice afterwards,i don't know.is it because the P.O Box ,or anything else, |
| Allison Dilworth: Thank you for your question. It is difficult to speculate as to the reason for your having received a ‘cancellation notice’ without more detail about the content of that notice. That said, if you are an American citizen presently residing in Egypt and do not have an active absentee ballot already with you, you may vote as a UOCAVA (Uniformed and Overseas Citizens Absentee Voting Act) voter. To do this, you should complete a Federal Post Card Application, which serves as both voting registration and a request for an absentee ballot. The FPCA, including detailed instructions on filling it out, can be found here: http://www.fvap.gov/pubs/vag/appendix_f.pdf . Please note that your last residence or address in the U.S. serves as a viable address for determining your “legal state of residence.” |

Ahmed Aly : Hello, I am working in the IT field, and I am really curious to know about the technologies you are going to use - here in Egypt - to send American voters' votes to Washington D.C., U.S. Are you going to use VPN? Automated systems? And is it effecient and secure enough? |
| Allison Dilworth: Great question - please note that at present, U.S. law does not make provision for in-person voting at the Embassy or anywhere else outside of the United States. Though consular officials may assist voters in completing their paperwork, voters may not cast a ballot in-person at a U.S. Embassy or other location abroad. States are changing every year in what types of technology they are willing to use to accept overseas ballots. Most states now accept voter registrations and ballots by fax, and some accept them by e-mail. A very few states are even allowing voters to register on-line, and even to vote. It’s all very exciting for those of us who have dealt with international mailing for years! احمد محمود السيد محمد : انا هتكلم رغم انى مش امريكى لكن انا بحب امريكا اوى وامريكا زى بلدى ممكن الامريكان اللى فى الخارج ان يشاركوفى الانتخابات عن طريق الانترنت وقبل ان تتم عملية الانتخاب يكتب رقمه القومى الامريكى ورقم جواز سفره وسفارات الولايات المتحدة فى حميع الدول ترشدهم الى الوقع على الانتر نت ملحوظة يجب ان يكون هذا الموقع ليس منتشرا ولا يعلم به الا الامريكين فى الخارج فقط لكى تتم عملية الانتخاب بسهوله وحرية ودون مشكلة وشكرا لكم |

| Allison Dilworth: That's an excellent question Ali - I am sure there will be changes no matter who is elected, and whether or not the party changes, but I am not in a position to say what those changes might be. | Allison Dilworth: شكرا يا محمد على سؤالك أنا سعيدة انك اتحت لي الفرصة للتحدث عن الإنتخابات لأنها شيقة جدا بالنسبة لي شخصيا وبالنسبة للكثير من الأمريكيين. فالإنتخابات هذه المرة استطاعت ان تجذب كثير من الإهتمام نظرا لأنها اول انتخابات رئاسية مفتوحة من نوعها بمعنى ان الرئيس الحالي لن يستطيع ان يخوض انتخابات اخرى وبالتالي لدينا اثنان من المرشحين الجدد تماما. وايضا شهدت عملية الإنتخابات الأولية ظهور اول مرشحة من القيادات النسائية و اول مرشح من الأقليات وهو الآن اصبح المرشح الأقوى. وبالتالي فهناك اهتمام كبير للغاية من الناخبين الأمريكيين من كافة الإتجاهات السياسية وكذلك من المراقبين حول العالم لترقب ما يحدث في هذا السباق الهام. |

Ahmed Aly : What are the steps you are going to take to guarantee the integrity of the American elections here in Egypt? Specially that there are no elections here in Egypt ever had any integrity!!! Also, can you guarantee preventing any fake votes, duplicate voting entries or any similar problems? |
| Allison Dilworth: Good question - though most states do note require it, a ballot cast overseas can be notarized to ensure its authenticity. It’s interesting to note that we at the Embassy are not even allowed to collect absentee votes on behalf of Americans. They must be directly faxed or mailed to the United States, and the voter can choose what level of security they want to use in that process. | Allison Dilworth: عزيزي امجد. بالرغم من ان سؤالك خارج موضوع المناقشةاليوم الا انني سعيدة اني اجيبك لأنه يخص الرعايا الأمريكيين. ليس لدى السفارة الأمريكية اي قيود بالنسبة لزواج الأمريكيين. الا ان الحكومة المصرية تطلب من اي اجنبي للحصول على تصريح للزواج من المصريين. ويمكن الحصول على هذا التصريح من سفارة المواطن الأجنبي. وتوفر السفارة الأمريكية شهادة ضامن للزواج حيث تشهد فيها خطيبتك انها حرة للزواج. يمكنك زيارة قسم الرعايا الأمريكيين من الأحد الى الخميس من الساعة 8 - 11 صباحا للحصول على هذه الشهادة ودفع الرسوم 30 دولار امريكي. |

Mohamed : Hi Alison, I learnt that the absentee ballot must be sent to local election officers in USA and will be mailed back to the US citizen to vote.You know that there is major problems with international and local mail in Egypt so can i receive the ballot through the embassy? | Allison Dilworth: Thank you Mohamed - I'm glad you asked. Unfortunately, you cannot receive the actual ballot through the Embassy. This is to ensure that the ballot passes straight from the home state to your mailbox. I understand the frustration with international mail. Check the following website http://fvap.gov/pubs/vag.html#ch3 for information on your home state. Many states now will allow you to vote by fax, and even some by e-mail. Although you cannot receive your ballot through the Embassy, you can receive your FPCA, or Federal Post Card Application. This is how you register to vote. If you are using the FPCA, you can receive assistance in completing the application form from the US Embassy, including assistance in witnessing and notarizing any necessary forms and documents. The Embassy can also mail the FPCA for you as long as you pay the postage.

| Allison Dilworth: Thanks again Mohamed. As we mentioned above, you can mail the FPCA through the Embassy, but you must pay the postage. Not all states need to be notarized, but if you do need it we are happy to provide the service free of charge for the FPCA. Check the website listed above for your state to see if you need to notarize the FPCA.
