في عام 1977، قام الرئيس المصري أنور السادات بزيارة تاريخية إلى القدس، مما فتح الطريق أمام قمة السلام المصرية الإسرائيلية التي عقدت في كامب ديفيد بواسطة الرئيس كارتر عام 1978. وقد أدت تلك المفاوضات إلى اتفاقية سلام عام 1979 بين مصر وإسرائيل، التي انسحبت إسرائيل بمقتضاها من سيناء عام 1982. وتعد الاتفاقية حجر أساس لجهودنا المستمرة لدعم السلام العربي الإسرائيلي الشامل، كما أنها تعكس موقف مصر الدائم كشريك وزعيم عربي. فعلى سبيل المثال، لعبت مصر دورا هاما وإيجابيا لدعم التهدئة بين إسرائيل وقطاع غزة. كما إننا سنستمر في العمل مع مصر وغيرها من الشركاء الإقليميين كما نعمل لدعم السلام العربي الإسرائيلي الشامل.
In 1977, Egyptian President Sadat made a historic visit to Jerusalem, which opened the door for the 1978 Israeli-Egyptian peace summit convened at Camp David by President Carter. These negotiations led to a 1979 peace treaty between Israel and Egypt, pursuant to which Israel withdrew from Sinai in 1982. The treaty is a cornerstone of our ongoing efforts to advance comprehensive Israeli-Arab peace, and reflects Egypt’s longstanding position as an Arab partner and leader. For example, Egypt has played an essential, and positive, role to ensure a “tahdiya” (calming) between Gaza and Israel. We will continue to work with Egypt and other regional partners as we work to advance a comprehensive Israeli-Arab peace.

Bill Stewart: Yasser, thank you for your question and for taking part in today’s chat.

For over three decades, the United States and Egyptian Governments have been proud partners in a common goal of strengthening peace and mutual understanding in the region. Together, we have worked to help the Palestinians and Israelis agree on a just and lasting solution to their conflict. Egypt’s role is vital and valued, and we very much support the mediation efforts of President Mubarak. The United States is grateful to Egypt for its leadership in seeking a durable ceasefire, and we support Egypt’s continuing efforts in that regard. The United States is committed to vigorously pursuing lasting, comprehensive peace and stability in the region. The decision by President Obama to dispatch Special Envoy George Mitchell to this region less than a week after his inauguration is clear and tangible evidence of this resounding commitment. And I believe that this commitment will be an opportunity to further strengthen the partnership that the United States and Egypt have worked so hard to develop in pursuit of a fair, comprehensive regional peace.

Yes, I do think the Egyptian-American partnership can – and will – expand. It will become more vital and contribute to making life better for people in both our communities. With a new administration in Washington, this discussion is especially timely. President Obama said in his inaugural speech to Americans and to the world, “we seek a new way forward, based on mutual interest and mutual respect.” Under President Obama, the United States is beginning a new era of diplomacy and cooperation in which we seek partners with a common commitment to work together, to build together and stand together. The United States cannot solve the problems of the world alone, and the world cannot solve complex problems without America. We are ready to engage governments and civil society to strengthen the foundations needed to support good governance, to promote private investment and development, a free press, wider educational opportunities, stronger healthcare systems, tolerance and human rights.

حمدي الطحاوي : هل لدي الرئيس اوباما حماس وشجاعة الرئيس كارتر في جمع الفلسطنيين والاسرائليين في كامب ديفيد جديدة تحت اشرافة مباشرة

Bill Stewart: شكرا على سؤالك. لقد كان الرئيس أوباما واضحا في التزامه بالسلام كما قال إن سياسة إدارته ستكون السعي بشدة وبجدية إلى إيجاد سلام دائم بين إسرائيل والفلسطينيين، وبين إسرائيل وجيرانها العرب. إنه يؤمن مثلنا جميعا أنه بواسطة الدبلوماسية الصبورة الجادة الدءوبة يمكننا أن نصنع فارقا كما يمكننا المساعدة في تحقيق السلام والاستقرار الذي تنشده جميع الشعوب.

كما قال الرئيس أوباما أنه يعتقد أن الوقت قد حان لكلا الطرفين لإدراك أن الطريق الذي يسلكونه لن يؤدي إلى الرخاء والأمن لشعوبهم. إنه يعتقد أن الوقت قد حان للعودة إلى مائدة المفاوضات. لهذا عين الرئيس أوباما مبعوثه الخاص ميتشل للإبقاء على الالتزام بحل الدولتين اللتين تعيشان جنبا إلى جنب في سلام وأمن.سيكون للمبعوث الخاص ميتشل كافة الصلاحيات على مائدة المفاوضات كما أنه سيؤكد تركيزنا على هدف السلام.

حمدي الطحاوي : هل تعتقدين ان رجل الشارع البسيط في مصر يشعر بدفء العلاقة بين مصر وامريكا

Bill Stewart: شكرا على سؤالك الجيد. لقد قضيت في مصر وقتا كافيا لإدراك التنوع الكبير في الآراء حول معظم الموضوعات لهذا لن أتظاهر بأنني أعرف آراء المصريين في أي موضوع. ولكن يمكنني القول بأن المصريين مثل الأمريكيين في أننا جميعا نفكر أولا في عائلاتنا وأطفالنا وكيف يمكننا صنع مستقبل أفضل وأكثر رخاء وسلاما وصحة لأطفالنا.

بطرق عديدة، كان هذا هو المبدأ الأساسي في الشراكة المصرية الأمريكية. لقد قامت شراكتنا على بناء مستقبل أكثر سلاما ورخاء عن طريق النمو الاقتصادي المستدام القائم على الاقتصادات الحرة والتجارة الحرة. على مدى الثلاثة عقود الماضية، استثمر الشعب الأمريكي قرابة 60 مليار دولار في المساعدات الاقتصادية والعسكرية لمصر. وعن طريق هذه المساعدة ندعم جهود مصر في بناء مستقبل أكثر أمنا وإشراقا. لقد بنينا الطرق والمستشفيات معا، ووفرنا الكهرباء والمياه النظيفة للشعب المصري. كما كانت لنا شراكات في مجال التعليم لدعم بناء أكثر من 2000 مدرسة وتدريب الآلاف من المدرسين وتوفير المكتبات عالية الجودة في حوالي 39000 مدرسة.
كما ندعم المشروعات متناهية الصغر للمستسمرين الشباب لمنحهم فرص لمستقبل أفضل. ورغم تضاعف عدد السكان فى الثلاثين عاما الماضية انخفضت معدلات وفيات الأطفال والأمية وأصبحت مصر اكثر ثراء وصحة وأفضل تعليمامما كانت عليه فى اي وقت من تاريخها الحديث.

Fathya Al Dakhakhny – Al Masry Al Youm : - What is the impact of the Camp David Accords on the Egyptian-American relations? Would the relations have been different, if the treaty was not signed?
- The treaty resulted in US military and economic assistance to both Egypt and Israel, but why was the amount of US assistance to Israel bigger than Egypt?
- How do you evaluate the impact of the US economic assistance in Egypt's development?

Bill Stewart: Thanks Fathya for this excellent question. I think the impact of Camp David and the ensuing peace treaty between Egypt and Israel has been positive not only for those two countries, but for the region as a whole and, I would argue, for the entire world as this is such a vitally important area to all of us. In terms of US-Egyptian relations, I think it is clear that Camp David and the Peace Treaty ushered in a fundamentally different era in our relations, and one which has been mutually beneficial. There seems to be a basic misunderstanding among many people about how the Untied States conducts its assistance programs. For example, there is a notion that somehow US assistance to Israel and Egypt is "linked" -- i.e., when levels to one country go up or down, levels to the other should change in the same way. Of course this is not true. The US partners with each country that receives our assistance to determine not only levels of assistance but how that assistance will be used. How much we give one country and what it is used for has no bearing on our assistance programs elsewhere.
I think the impact of US assistance in Egypt speaks for itself; nearly $60 billion in both economic and military assistance to Egypt over the past three decades, assistance from the American people to the Egyptian people. This assistance has improved the quality of life throughout Egypt and in many areas of life, from education, to health, to basic infrastructure such as providing clean drinking water and eliminating dangerous air pollution.

Bill Stewart: شكرا يا ممدوح لقد شعرت دائما بالترحيب فى مصر. أننى متحمس بإهتمام الشباب بإتفاقية كامب دايفيدانه من الصعب على من لم يعاصر ما قبل كامب دايفيد ان يعرف كيف تبدو. إننى على ثقة من انكم تعرفون الحروب الكثيرة التي عاشتها مصر وأن الحرب ليست جيدة لأي شخص. لقد خلقت اتفاقية كامب دايفيد مناخ من السلام مما سمح للمصريين بالتمتع بالنمو الإقتصادي والحياة دون الخوف من الحرب. وعلى الصعيد الإقتصادي لقد إستثمر الشعب الأمريكي حوالي ستين مليار دولار للشعب المصري منذ توقيع اتفاقية السلام مع اسرائيل لقد سمحت اتفاقية السلام لمصر ان تدخل في صداقة حميمة مع الولايات المتحدة وأحد فوائد هذه الأتفاقية كانت علاقة تجارية قوية فقد رغب رجال الأعمال الأمريكيين فى الإستثمار فى مصر مما خلق فرص عمل للمصريين كما ان هناك برامج خاصة تجمع بين الدول الثلاثة مثل برنامج الكويز الذي بمقتضاه يتم تصنيع المواد الخام الإسرائيلية فى مصر وتصديرها الى الولايات المتحدة وبدون إتفاقية السلام ما كان اي هذا ممكنا. وأخيرا خلقت اتفاقية السلام اطار عمل لجميع دول المنطقة للتركيز والعمل على ايجاد حل سلمي عادل للقضية الفلسطينية.

أحمد بدر : بعد ثلاثين عام من معاهدة كامب ديفيد .. هل يمكن لهذه المعاهدة أن تستمر بالرغم من ضم الحكومة الاسرائيلية الجديدة لعناصر معروفة بتطرفها ضد مصر .. لدرجة تهديد ليبرمان فى يوم ما .. بضرب السد العالى واغراق مصر.. ك

اسماعيل احمد اسماعيل : هل فى بنود اتفاقية كامب ديفيد بند يحول مساعدة الفلسطينين فى تلبية الاحتياجات الاساسية اثناء اى اعتداء اسرائيلى عليةمثل ما حدث فى الاحداث الاخيرة؟

هل من نتائج اتفاقية الكويز اناء مصانع الملابس فى مصر بكثرة وما نسبة الخامات الخاصة بدولة اسرائيل
وهل عند التصدير تضع اسرائيل علامة تجارية خاصة بها ام لا دخل الدولة العربية؟

Bill Stewart: شكرا يا اسماعيل. كلا لم تناقش اتفاقية كامب دايفيد واتفاقية السلام بين مصر واسرائيل العدوان على غزة فقد كانت اتفاقية بين مصر واسرائيل فقط.

بالنسبة للكويز نسبة الخامات الإسرائيلية في اي منتج يجب ان تكون على الأقل 10.7%.

Bill Stewart: Dear Louei,
I hope not! And I think that both Egypt and Israel see that peace in in their interests. I also think that we have a window of opportunity now because of the new US administration which is focused on solving problems in the Middle East.

حسين القباني مراسل صحفي - : من وجهة نظر امريكا من المستفيد الاول من اتفاقية كامب ديفيد النظام المصري ام اسرائيل؟ وماذا تمثل هذه الاتفاقية لامريكا؟وهل تراجع مصر عنها يعتبر بمثابة اعلان حرب؟ هل موافقة جماعة الاخوان المسلمين علي الاتفاقية ستسمح لهم بحزب سياسي والوصول للحكم ؟

Bill Stewart: المستفيدون الرئيسيون هم مصر واسرائيل ولكن فى الحقيقة استفادت جميع دول المنطقة من الإتفاقية. انا لا أتخيل لماذا يمكن لمصر ان تنسحب من الإتفاقية التي تعد اساس السلام وان السلام فى مصلحة مصر. وعن سؤالك الأخير ان هذا سؤال للحكومة المصرية.

Most American newspapers and media people believe that most of the money of the Economic and Political Assistance that has been given by the US to Egypt following the Camp David accords helped propping up the ruling regimes of Egypt rather than securing a real economic and political progress in the country. Do you agree and how you assess the impact of this assistance? Thanks a lot.

Bill Stewart: Thanks Gamal. I'm not sure I agree that "most Americans" think that way. In fact, my experience has been that most Americans are proud to be partners with countries like Egypt that share many of our goals, such as achieving peace and prosperity in such an important part of the world. I assess the impact of US assistance to Egypt as being extremely positive, and directly beneficial to millions of Egyptian people who have benefited from it as it has provided better health care, safe drinking water, and access to micro financing schemes for small businesses, all due to the generosity of the American people. And I hope most Egyptians understand and appreciate that.

• After 30 years of signing camp David accords Israel says it succeeded in normalization with the Arab administrations &governments but failed to do so with the Arab nations( the citizens), why do you think that happened& is there any chance in the future for Israel to be accepted by the Arab nations to normalize with?

• Why the US Aids to Egypt have been reduced ?

• What are the rules that “rule” the process of reducing the aids to Egypt ?

• What are the effects of reducing the aids to Egypt on bilateral relations between Egypt & United States ? how could it affect the image of US commitment towards Egypt?

Bill Stewart: Hi Merette, Thank you for your question. I can tell you that the United States is working hard with its friends in the region, including Egypt and Israel, to bring about what we all want: the peace and prosperity envisioned in that original peace treaty.

U.S. economic assistance to Egypt has been gradually reduced over the years simply because Egypt's economy has grown and Egypt is no longer in need of so much assistance. The process for determining that reduction was agreed upon by the U.S. and Egypt beginning in 1998.

I think the real question is not about the reduction in aid, but in the dramatic expansion of trade.

I believe the achievements of the Egyptian-U.S. economic partnership are staggering.

Trade and economic relations have significantly diversified and expanded in recent years by the remarkable efforts of Egyptian businesses. In 2008, bilateral trade between Egypt and the U.S. was more than $8.4 billion dollars – a 107 percent increase in just six years. The United States is Egypt’s largest trading partner. Americans buy 33% of everything Egypt exports to the world. And in this past year, Egypt was the 64th largest exporter to the United States out of 233 countries. In the last ten years, your exports to the U.S. increased by 262 percent, and Egyptian textiles have specifically increased by more than 400 percent. These are incredible gains which show the dynamism and growth of the Egyptian economy.

We now face the challenges of ensuring that the blessings of trade and economic expansion spread more broadly so that all members of society have a stake in -- and benefit from -- these reforms that have taken place. I think we can all agree that economic growth that leaves out many people is not sustainable. As President said just this week when talking about the global financial crisis, “we have an economic, security and moral obligation to extend a hand to people who face the greatest risk.”

سؤالى هو ماالذى قدمته اتفاقية كامب ديفيد للعرب والأسرائليين وذلك بعد مرور 30عام عليها ومازال الصراع مستمرا بينهم؟

Bill Stewart: شكرا على سؤالك الرائع. ان الفائدة الأكثر وضوحا هي مرور ثلاثين عاما بدون حروب بين مصر واسرائيل. ولكن بالإضافة الى هذا قدمت الإتفاقيةاطار عمل لعمليات سلام مختلفة مثل عملية اوسلو وانابوليس ورغم من عدم الوصول الى حل نهائي لكافة المشاكل فقد كان هناك تقدم كبير فى اصعدة كثيرة. من الصعب تخيل ان تحقق مصر هذا التقدم الإقتصاي إذا استمرت فى الحروب مع اسرائيل او اي دولة اخرى.

Bill Stewart: Thanks, Ahmed. You are right; the world has many conflicts. Unfortunately, the US cannot solve them all. But I think President Obama has signaled his strong interest in the Middle East and his priority commitment to achieving peace and prosperity for all nations in this region, not only to benefit them, but to benefit the US. He has also shown a great desire to stop the killing in Darfur and to halt the human suffering there as quickly as possible.

يوسف أيوب : ارتبط مع توقيع اتفاقية كامب ديفيد تحت الرعاية الامريكية اقرار المساعدات المالية الاقتصادية والعسكرية لطرفى الاتفاقية مصر واسرائيل ، ولكن كما هو واضح أن هناك ازدواجية فى حجم ونسبة المعونات المعطاة لاسرائيل مقابل مصر ، ثم يجرى الحديث الان فى الكونجرس الامريكى عن تقليص هذه المعونة المقررة لمصر ، الا يعتبر ذلك تراجعا من جانب الولايات المتحدة عن وعودها التى اطلقتها وقت توقيع الاتفاقية ، والا تعتبر امريكا ان سياسة التمييز والحاباة لحليفتها اسرائيل قد اضر كثيرا بتوازن القوى فى المنطقة لدرجة جعلت اسرائيل فى مواقف عديدة تبدو وكأنها اقوى من امريكا ذاتها ؟،

Bill Stewart: شكرا يا يوسف. لقد تم طرح هذا السؤال من قبل اثناء الحوار ولكنه يستحق الإجابة مرة ثانية. يبدو أن هناك سوء فهم بأن هناك رابط بين المساعدات الأمريكية لكل من مصر واسرائيل. يبدو ان الناس يعتقدون انه اذا تغير حجم المساعدات الأمريكية لإسرائيل يجب ان يتغير بالتبعية حجم المساعدات الإسرائيلية لمصر والعكس صحيح. وهذه ليست الحقيقة فالمساعدات الأمريكية لكل دولة يتم تحديدها بعد مشاورات مع هذه الدولة ولا تتوقف على المساعدات الأمريكية لأي دولة أخرى.

Ahmed Aly : Congratulations for all of us, 3 decades passed and Camp David Accords survived for that period.

I 'd like to thank you so much, because I am just like the most of the Egyptian youth, (honestly) I have no idea about what is Camp David Accords, so you pushed me to make some (online) searches about what Camp David is, and I still need sometime to understand it very well.

I just have couple questions.

1- Do you think that Camp David is going to continue? How long will it survive? I feel that the relationship between Israel and Egypt started to turn into "cold peace", or maybe "cold war", specially after Israel's continued attacks on Gaza.

2- My second question; Don't you think that Israel's continued attacks on Gaza strip is threading our security? Does Camp David Accords protect us from such "crazy" things that Israel continues to do?

And forgive me because I don't understand the situation very well, but thanks to the internet that allows us to communicate with people in the other side of the world (America and Israel for example), and help us listen to the others' point of views, and the "untold story". All what we (Egyptians) need is being open to listen, understand, and learn!

Bill Stewart: Dear Ahmed,
Thanks for your thoughtful questions. I've largely covered them already, but I thought your point about the "survivability" of Camp David was worth addressing: I think Camp David and the ensuing Egypt-Israel Peace Treaty succeeded and have lasted this long not because they were imposed on anyone or by anyone, but because the parties rightly understood they were in their best interests. It is in Egypt's interest to be at peace with Israel, just as it is in Israel's interest to be at peace with Egypt. Our desire is for that peace to spread and cover the entire region, and that is what the Obama administration will be working towards, with Egypt and Israel as our close partners in those efforts.
