(In Arabic : Good morning ladies and gentlemen. The Egyptian Minister spoke in perfect English, so I will speak in Arabic. No way!)
I will speak in English because I actually would like to speak to Americans beyond this audience if I can. I came today because I, too, share the Minister’s pride in the great accomplishment of Procter and Gamble. This includes also the accomplishments of you, Mr. MacDonald, all your senior colleagues, and the 800 people here in Egypt who are members of your great company. I must also mention the 8,000 or so who, as I understand, have jobs thanks to your productivity here and the distribution of your products here and beyond Egypt.
Procter and Gamble provides a true success story, not only for your company, but also for Egypt and for Egyptian-American partnership. I served in Egypt twenty years ago and I came back two years ago. I find that Egypt has changed a lot. I see a country on the move and, yet, a country that has preserved much of what I remember very fondly about it twenty years ago. What remains about Egypt is its stability, its safety and its security - these qualities that many Americans sometimes are not aware of. What is new is the movement, activity, dynamism and excitement. There is also now an openness to trade and invest with the world, not only with the United States but certainly including the United States.
Beginning in the mid-1980s, I believe, Procter and Gamble caught the wave just right and came here before others discovered that Egypt was on the brink of taking off, as I believe it is. To Americans, I encourage trade and investment with Egypt. To Egyptians, I always encourage them to realize that your country has changed, you have changed it in partnership with friends around the world who support you. This happens not only through government-to-government cooperation, and not only through aid that so many Egyptians still focus on, but increasingly through trade and investment. If you recall the numbers that were shown earlier of Procter and Gamble’s own investment, the volume of productivity far exceeds what you can expect in aid from any single foreign government. And, this is just one company. There are other great American companies working here, too.
So, I would ask Egyptians not to measure the value or the quality of the relationship with the United States in terms of dollars of aid. That was probably a worthwhile thing to consider 20 years ago; but today we ask you please to value our relationship in many different ways. There are numerous benefits that our friendship brings to us. If you want to measure value in terms of dollars or pounds, then look at the dollars that flow between our two countries in trade and investment, rather than through aid. Last year, trade and investment equaled six and a half billion dollars. Since the terrible year of 2001, our trade has increased by nearly 50 percent -- 50 percent -- in both directions. So, I say to Egyptians, be confident in yourselves, as we are confident in Egypt. We are very optimistic about you and your future.
Congratulations to everybody at Procter and Gamble for your terrific successes as we’ve seen here. We look forward to celebrating future success very soon. Keep up the great work.

سأتكلم بالإنجليزية لأنني فعلا أود أن أتحدث إلى الأمريكيين فيما وراء هذا الجمهور لو كان في استطاعتي. أتيت اليوم لأنني أيضًا أشارك الوزير اعتزازه بالإنجاز الكبير الذي حققته "بروكتر آند جامبل". وهذا يشمل أيضًا إنجازاتك يا سيد ماكدونالد، وكل زملاءك الكبار، والأعضاء الـ 800 في شركتكم العظيمة هنا في مصر. ولا بد لي أن أذكر أيضًا الـ 8000 أو نحو ذلك، كما أفهم، الذين حصلوا على وظائف بفضل إنتاجيتكم هنا وتوزيع منتجاتكم هنا وفي خارج مصر.
تقدم شركة "بروكتر آند جامبل" قصة نجاح حقيقية، ليس فقط لشركتكم، ولكن أيضًا لمصر والشراكة المصرية الأمريكية. عملت في مصر قبل عشرين عامًا وعدت قبل عامين. وأرى أن مصر قد تغيرت كثيرًا. أرى بلدًا في حراك، وهي البلد التي حفظت الكثير مما لازلت أذكره باعتزاز شديد قبل عشرين عامًا. ما بقي من مصر هو استقرارها وسلامتها وأمنها – وهي الصفات التي أحيانًا يغفل عنها كثير من الأمريكيين. الجديد هو الحركة والنشاط والديناميكية والإثارة. كما أن هناك الآن انفتاحًا على التجارة والاستثمار مع العالم، ليس مع الولايات المتحدة فحسب لكن بالتأكيد بما فيها الولايات المتحدة.
منذ أن بدأت في منتصف الثمانينيات، أعتقد أن "بروكتر آند جامبل" قد أخذت الطريق الصحيح هنا قبل أن يكتشف الآخرون أن مصر كانت على وشك الإقلاع، هذا هو اعتقادي عنها. إلى الأمريكيين، إنني أشجع التجارة والاستثمار مع مصر. إلى المصريين، أنا دائمًا أشجعهم أن يدركوا أن بلدكم قد تغيرت، أنتم الذين غيرتموها عبر الشراكة مع الأصدقاء الذي يساندونكم في العالم. هذا لا يحدث فقط من خلال التعاون بين الحكومات، وليس فقط عن طريق المعونة التي مازال كثيرٌ من المصريين يركزون عليها، ولكن من خلال زيادة التجارة والاستثمار. إذا تذكرتم الأرقام التي ظهرت في وقت سابق عن استثمارات "بروكتر آند جامبل"، فإن حجم الإنتاجية يفوق بكثير ما يمكنك أن تتوقعون من مساعدات من أية حكومة أجنبية. وهذه فقط مجرد شركة واحدة. وهناك غيرها من الشركات الأمريكية الكبرى العاملة هنا أيضًا.
لذلك، أطلب من المصريين عدم قياس قيمة أو نوعية العلاقة مع الولايات المتحدة من حيث المساعدات. ربما كان يجدر النظر إليها قبل 20 عامًا؛ أما اليوم فإننا نطلب منك أن تثمنوا علاقتنا بأكثر من طريقة. هناك كثير من الفوائد التي تعود علينا من خلال صداقتنا. إذا أردتم أن تثمنوها من حيث القيمة بالدولار أو بالجنيه، إذن فلتنظروا إلى حجم الأموال بالدولار التي تتدفق بين البلدين في مجالات التجارة والاستثمار، وليس من خلال المعونة. في العام الماضي، بلغ حجم التجارة والاستثمار ستة مليارات ونصف المليار دولار. ومنذ عام 2001، ازداد حجم تجارتنا بنحو 50 بالمائة -- 50 بالمائة -- في كلا الاتجاهين. لذلك أقول للمصريين كونوا واثقين من أنفسكم، فنحن واثقون في مصر. إننا متفائلون جدًا بكم وبمستقبلكم.
أهنئ الجميع في "بروكتر آند جامبل" لنجاحكم الرائع لذي رأيناه هنا. إننا نتطلع إلى الاحتفال بنجاحكم في المستقبل في القريب العاجل. استمروا في عملكم العظيم.
