Cairo - In support of the Government of Egypt’s Integrated National Plan for Avian and Human Influenza, the U.S. Government, through the U.S. Agency for International Development (USAID) will provide an estimated USD $24 million in grant and project support funds over the next three years to combat Avian Influenza.

Her Excellency Fayza Aboulnaga, Minister for International Cooperation (MIC) hosted a signing ceremony today to celebrate the funding agreement. Minister Aboulnaga; His Excellency Dr. Hatem Mostafa ElGabaly, Minister of Health and Population (MoHP); a representative of the Ministry of Agriculture and Land Reformation (MOA); and U.S. Ambassador to Egypt, Francis J. Ricciardone signed the agreement.

At the request of the Government of Egypt, other USG agencies will continue to offer their support and partnership to Egypt’s efforts in the area of Avian Influenza. These include the Naval Medical Research Unit No. 3 (NAMRU-3) that serves as the WHO/EMRO regional reference laboratory; the Centers for Disease Control and Prevention (CDC) and the U.S. Department of Agriculture/Animal and Plant Health Inspection Service.

All parties to the agreement, or Memorandum of Understanding, support the priorities outlined in the Government of Egypt’s Integrated National Plan. These priorities include: strengthening of the capacity of the MOA’s General Organization of Veterinary Services at the district and village level; the development of standardized procedures; the development of training; the strengthening of surveillance networks, and the enhancement of equipment and supplies. In addition, rapid response teams and infection control systems within the MoHP’s Epidemiology and Disease Surveillance Unit will promote early detection and management of human cases through effective surveillance, investigation and response systems.

Further cooperation will also be sought with other entities working in similar activities, including UN agencies, the World Bank, and other bilateral and multilateral partners.

تضافر جهود كل من وزارات الصحة والسكان والزراعة والتعاون الدولى مع السفير الأمريكى بالقاهرة للقضاء على انفلونزا الطيور بالتوقيع على مذكرة تفاهم

امتدادا للشراكة والتعاون المستمربين مصر والولايات المتحدة الأمريكية ودعما للخطة القومية المتكاملة التى وضعتها الحكومة المصرية لمواجهة أنفلونزا الطيور والأنفلونزا البشريه ساهمت الولايات المتحدة الأمريكية ،من خلال الوكالة الأمريكية للتنمية الدولية ، بمنحة قدرها 24 مليون دولار أمريكى تمتد لمدة ثلاث سنوات لمواجهة أنفلونزا الطيور والسيطرة عليها.

استضافت سيادة الوزيرة فايزة ابو النجا ، وزيرة التعاون الدولي فى 1 يوليو2007 مراسم توقيع اتفاقية التمويل التى وقع عليها كل من السيدة الوزيرة فايزة أبو النجا والدكتور حاتم مصطفى الجبالى ، وزير الصحة والسكان و مندوب عن وزارة الزراعة واستصلاح الأراضي ؛ والسيد فرانسيس ريتشياردوني السفير الأمريكى فى مصر.

وبناء على طلب الحكومة المصرية ستستمر الهيئات الأخرى فى مساندة الجهود المصرية لمواجهة أنفلونزا الطيور ومن تلك الهيئات ‏:‏ وحدة البحوث الطبية البحرية رقم 3 المعروفة بـ ‏(‏NAMRU ‏-‏ 3‏)‏ والتى تعمل كمختبرأقليمي لمنظمة الصحة العالمية وأيضا مركز مكافحة الأمراض والوقايه منها‏(‏CDC‏)‏ والمكتب الأمريكى التابع لوزارة الزراعة وصحة الحيوان والنبات.

إن جميع الأطراف الموقعة على مذكرة التفاهم ستعمل على مساندة الأولويات التى وضعتها الحكومة المصرية فى الخطة القومية المتكاملة لمواجهة أنفلونزا الطيور. وهذه الأولويات هى‏:‏ 1‏-‏ العمل على دعم قدرات الهيئة العامة للخدمات البيطرية التابعة لوزارة الزراعة واستصلاح الأراضي والتى تلعب دورا هاما على مستوى المناطق والقرى من خلال الخطة القومية المتكاملة الموضوعة لمكافحة أنفلونزا الطيور. 2‏-‏ تقديم كل ما يلزم من معدات أومستلزمات أوتدريب لدعم شبكات رصد الوباء. ومن خلال نظام الرصد الفعال سيتم اكتشاف حالات الاصابة بالمرض بين البشرو والتعامل معها بشكل سريع عن طريق فريق العمل المخصص لذلك والتابع لوحدة مراقبة الأمراض الوبائية التابعة لوزارة الصحة.

ومن المنتظر أن يتم التعاون مع الهيئات الأخرى التى تعمل أيضا على مكافحة وباء أنفلونزا الطيور مثل هيئة الأمم المتحدة والبنك الدولي وغيرهم.
