Application for a Consular Report of Birth Abroad, (CRBA) & First U.S. Passport for Your Child

Transmitting U.S. citizenship is an important process that is subject to specific U.S. laws and regulations. Please read the following instructions carefully. Failure to submit the required documents or to complete the forms correctly will result in a delay in the process. You are applying for a U.S. Consular Report of Birth Abroad (CRBA) and U.S. passport.

Step 1: Fill out the applications and prepare the required documents

You can obtain additional copies of the applications from the American Citizen Services Unit in the Embassy or at the Embassy website at: http://cairo.usembassy.gov/consular/acs2.htm. You can also make photocopies of the applications.

You must fill out the following:

  1. Form DS-2029 -- Application for a Consular Report of Birth Abroad (CRBA)

  2. Form DS-11 -- Application for a U.S. Passport

  3. Affidavit of Physical Presence

  4. Calculation of Physical Presence in the U.S


Item 3 and 4 are not required if:
  1. You have a Consular Report of Birth Abroad issued by the U.S. Embassy in Cairo for a previous child, or

  2. Both parents are U.S. citizens.


While filling out the applications, please:
  1. Read the instructions carefully.


  2. Do not leave any blank spaces, write "None" or "Not Applicable" if there is nothing to write in that item


  3. Use an additional white sheet if the space is not enough


  4. Write the name of the child on all applications exactly as it appears on the Egyptian birth certificate.


  5. Write the names of the parents as they appear in the passports or other submitted IDs


  6. Provide your address and telephone number in Egypt and in the U.S. if available.


  7. Do not sign the applications. If you are not in Egypt, you may get your signature notarized by notary public in the U.S. or a U.S. Consular Officer at any U.S. Consulate.


  8. If your passport does not bear your current legal name, you must submit an original document or a certified copy proving the name change (such as a court order, marriage or divorce decree).


Required Documents

  1. Photocopy of the child's Egyptian birth certificate and English translation.

  2. Please note that the birth must be registered at the Egyptian health office in the district where the child was born within 7 days after the child’s birth. Upon registration, the Egyptian health office will issue an Egyptian birth certificate for any child born in Egypt. Failure to register the birth within the first 7 days will result in a prolonged registration process that usually takes months.

  3. Letter from the hospital where the birth occurred if the name of the hospital is not written in the Egyptian birth certificate. A letter from the doctor handling the delivery if the birth occurred at home or clinic. A certificate from the midwife, including a photocopy of her practice license, if the birth occurred at home.


  4. Photocopy of the legal marriage certificate and English translation if the certificate is not in English.

  5. If you do not have a civil marriage certificate or if you got married after the birth of the child, the child is considered to have been born out of wedlock. In this case, if the U.S. father is the applying parent, he must fill out an Affidavit of Parentage, an Affidavit of Support, and submit proof of 5 years of physical presence in the U.S. If the U.S. mother is the applying parent, she must submit proof of 1 year of physical presence in the U.S.

  6. Photocopy of divorce or death certificate(s) if the parent(s) was married before. English translation if the certificate(s) is not in English


  7. Photocopies of all pages of all passport(s) of the American citizen parent(s)


  8. Photocopy of all pages of the Non-American parent’s passport or photo ID


  9. Two photos of the child, 5x5 centimeter, white background, front view, small face.


  10. Photocopies of the U.S. Consular Report of Birth Abroad issued by the American Embassy in Cairo to your previous child(ren), if you were issued one.


  11. A fee of $65.00 or the Equivalent in Egyptian pounds, for the CRBA will be paid when the applications is submitted. $85.00 or the equivalent in Egyptian pounds for the passport will be paid during the appointment (as explained in Step 4).


  12. Proof of 5 years of physical presence before the child’s birth, at least 2 of which were after the age of 14. The 5 years need not be continuous and before or after naturalization. The following documents are examples of evidence of physical presence in the U.S.:

    1. Transcripts from college or school in a sealed envelope

    2. Original W-2s

    3. Original Social Security Statements

    4. Government or military service records

    5. Entry and exit stamps on passports, supported by a "Movement Certificate" if the American citizen parent is of Egyptian origin


    You do not need to submit requirement number (10), if:
    1. You have a Consular Report of Birth Abroad for a previous child issued by the U.S. Embassy in Cairo, or

    2. Both parents are U.S. citizens (either of them have any period of physical presence in the U.S.)


    3. If you did not physically live in the U.S. for five years, or if you know that you do not have proof of the required physical presence, please inform us about this in a statement written in English on a white sheet of paper.


  13. If the U.S. parent will not be in Egypt and present during step 3 (the appointment), the following are required from him/her:

    1. Statement of Consent form DS-3053, notarized by a notary public in the U.S., or by a U.S. Consular Officer at a U.S. embassy or consulate. The form is available at: travel.state.gov and at the American Citizen Services Unit in Cairo and other U.S. embassies and consulates.

    2. Affidavit of Physical Presence notarized by a notary public in the U.S., or by a U.S. Consular Officer at a U.S. embassy or consulate

    3. Notarized copy of all the pages of the American citizen’s passports.

Please Note:
Documents are not required to be translated by a specific translator.
  • Photos may be taken at any photo shop with the required specification.

  • Fees are non-refundable


Step 2: Hand Deliver the Applications and Documents to the American Citizen
Services
(ACS) Unit

Please enclose the completed applications and all required documents in an envelope. Anyone can hand deliver the envelope to the American Citizen Service (ACS) Unit, 5 Tawfik Diab St., Garden City, Cairo between 8:00 a.m. and 11:00 a.m., Sunday through Thursday, or in Alexandria during the monthly outreach visit. The fee of $65.00 or the equivalent in Egyptian pounds will be paid when the envelope is delivered.

If additional documents are required, you must submit them within 90 days. Cases left at the American Citizen Services Unit for more than 90 days are considered abandoned. To reapply, all applications, documents, and fees will be requested again.


Step 3: The Embassy will call you for an appointment.

Within 6-8 weeks, you will be contacted for the appointment. During the appointment :

  1. Both parents and the child must come

  2. You will bring the originals of all photocopies you submitted.

  3. Pay the passport fee ($85.00 or the equivalent in Egyptian pounds)



Step 4: Picking up the Consular Report of Birth and the U.S. passport

At the end of the appointment, you will be informed when you may come back to pick up the Consular Report of Birth Abroad and the U.S. passport, usually two-three weeks after the appointment and approval date. The Report of Birth and the passport may be mailed to your address if you fill out the attached DHL sheet.

Before you Depart Egypt:

  • Dual national children born in Egypt may be required to obtain an Egyptian passport to depart Egypt. Please check with the Egyptian Immigration Office for information before you plan your departure from Egypt.


  • Non-dual national children born in Egypt are required to have an Egyptian entry stamp placed onto their new U.S. passport before they can leave Egypt. The stamp is obtained from the Egyptian Immigration Office. The child's U.S. passport and the original Egyptian birth certificate are required to have this stamp.


  • Note: There is an Egyptian Immigration Office in each Governorate of Egypt. The Egyptian Immigration Office in Cairo is located on the first floor of the Mugamma (the large government building opposite the American University in Cairo at Tahrir Square – approximately a five-minute walk from the Embassy).


Travel Reminder:

American citizens must enter and depart the United States using their U.S. passports.
