صباح الخير وأشكركم جزيلا لدعوتى لإلقاء كلمة في افتتاح هذا المؤتمر الهام. أنه لشرف لى أن أشترك في اللجنة المرحبة لمؤتمر منظمة فارماكوبيا الأمريكية اليوم. نحن نكن عظيم الإمتنان لسعادة الوزير د. حاتم الجبلى وزير الصحة لدعمه الكبير لهذا المؤتمر ولكل أهدافه. كما نمتن كثيراَ لمشاركة الدكتور صابر.

أود أيضاً أن أهنئ وأشكر منظمى المؤتمر على جهدهم الكبير فى وضع هذا البرنامج الحافل. أود أن أخص بالذكر السيد الدكتورعبد الله ملوخية لقيادته وأيضاً الداعمين الكثيرين الذين دعموا هذا المؤتمربسخاء، ومنهم وزارة التجارة الأمريكية ومجموعة فارما ومنظمة فارماكوبيا الأمريكية وغرفة الصناعات الدوائية المصرية.

كان خير شاهد على جهودكم أن أجتذبتم هذه المجموعة الفخمة والهامة من المشاركين من مصر والولايات المتحدة والمنطقة. وأنا أقدرلكم الوقت الذى اتحتموه برغم مشاغلكم الكثيرة لحضورهذا المؤتمر مما يبين أهمية المواصفات القياسية للأدوية وحيويتها للصحة العامة. وعلى الرغم اننى لست خبيرة فى صناعة الدواء لكننى كمستهلك أقدّر بالطبع ما تبذلونه أنتم الخبراء في هذا المؤتمر حيث ستناقشون إستراتيجيات جديدة لصناعة تساهم مساهمة حيوية فى الصحة العامة.

في هذا المؤتمر ستناقشون موضوعات هامة متصلة بالمواصفات الدوائية والتكنولوجيا الحيوية وأيضاً استراتيجيات الحكومة والقطاع الخاص لتحسين مواصفات الجودة لهذه الصناعة الحيوية. ويسعد الحكومة الأمريكية بالإشتراك مع منظمة فارماكوبيا الأمريكية أن يشاركا فى الجهود المبذولة لتحسين قطاع الرعاية الصحية بمصر. فالعالم بالطبع ينتج الدواء ذو الجودة العالية ولكن لابد أن هناك مشاكل عدة، ولمنظمة فارماكوبيا خبرة عريقة فى العمل مع مختلف الشركاء والعملاء لضمان جودة المنتجات العلاجية والإستخدام الأمثل لها حول العالم.

فى مصر، ستركز فارماكوبيا بالأخص على المساعدة فى إزالة الأدوية دون المستوى والفقيرة الجودة والتى تؤدى الى زيادة المناعة ضد الدواء وتدمير صحة الأفراد. وتعمل الحكومة الأمريكية من خلال الوكالة الأمريكية للتنمية الدولية بالتعاون مع وزارة الصحة المصرية لتحسين جودة الرعاية الصحية الأساسية وضمان توافرها وجودة ادارتها.

ويسعد الولايات المتحدة كثيراً أنها توفر الخبرة الفنية والتمويل اللازم ل 14 معهد طبى و11 مدرسة تمريض. معا سوف نحفذ تطوير المواد الدراسية القومية وتعزيز برامج التدريب فى الفصول وإدخال نظام هادف لتقييم الطلبة وتعزيز المشاركة بين المؤسسات الطبية والتمريضية فى مصر والولايات المتحدة وكذلك المساعدة فى تنفيذ نظام اعتماد للشهادات الطبية فى مصر.

كما تمول الحكومة الأمريكية جهود محو مرض شلل الأطفال وتوفير الخبرات الفنية والتمويل اللازم لبرامج تعزيز صحة الأم والولادة الآمنه فى المناطق الفقيرة فى دلتا مصر، وتحسين ممارسات منع انتشار الأوبئة فى المجمعات الطبية والحد من الأمراض التى يحملها الغذاء وكذلك زيادة الاستعداد لمواجهة انفلونزا الطيور.

فالحكومات فى العالم بما فيها مصر تعطى الأولوية لتطوير التكنولوجيات الطبية الجديدة. ففى الولايات المتحدة، نحن نتقدم نحو تحقيق هدف أساسى جديد وهو أننا نخلق بيئة تنظيمية سوف تحفز على تطوير سريع وأقل تكلفة للعلاجات الضرورية وتوفيرها للمرضى بسرعة وأمان. مثالاً هاماً على ذلك ما نقوم به حالياً من تطوير نظام "الممارسات الجيدة للإنتاج الدوائى" الذى لم يشهد اى تغيير منذ 25 عاماً. والهدف الأساسى المؤكد لهذا المشروع هو ضمان أن سياسات مراجعة المنتج الدوائى وتطابقه مع المواصفات والإشراف عليه تعتمد أساساً على العلم القاطع ولا تعطل التحديث السريع لعملي إنتاج الدواء.

فالممارسات الجيدة للإنتاج تتصل بمواصفات الجودة وضمانها بما يتيح للشركات العاملة فى قطاع الدواء التقليل من التعرض للتلوث والأخطاء أو إزالتها تماماً. وهذا كله يحمى المستهلك من شراء منتج غير فعال أو ربما يكون خطر. وتعد صناعة الدواء الأمريكية التى تعتمد على البحوث العلمية المكثفة من أنجح الصناعات الدوائية فى العالم وأكثرها تنافساً. ومن الأسباب الرئيسية لذلك النجاح هو التزامها الأكيد بالبحث والتطوير وقياسات الجودة، وهو ما ينتج مجموعة مبهرة من العلاجات العضوية المتقدمة. ومن دون شك أن حماية حقوق الملكية الفكرية عامل اساسى فى بناء هذه الصناعة. فبدون حماية كافية وفاعلة للبراءات لم تكن لهذه الصناعة أن توجد سواء فى الولايات المتحدة أو فى مصر أو أى مكان فى العالم.

فى النهاية أود أن أذكر أن الرعاية الصحية تمر بتغيرات أساسية فى الولايات المتحدة وهنا فى مصر– تحت قيادة الدكتور الجبلى – وفى العالم أجمع. فهذه القاءات والمؤتمرات هامة جداً لضمان التركيز على المستهلك فى تطوير أو إنشاء اى نظام للرعاية الصحية . والمشاركة بين الحكومات والشركات الدوائية وكذلك الصيادلة والمرضى يمكن أن تساهم فى تحسين الرعاية الصحية للجميع. ويسعد الولايات المتحدة أن تساند جهود الإستمرار في تطوير وانماء هذه الصناعة فى مصر ودعم كما تفتخر الولايات المتحدة بدعم وتطوير المشاركة بين مصر و الولايات المتحدة في هذا المجال .

مرة أخرى ، أنا تشرفت بوجودى هنا وأشكركم جميعاً لحضوركم واتمنى نجاحاً كبيراً لهذا المؤتمر.

Good morning and thank you very much for inviting me to say a few words at the opening of this important meeting. It is a real honor to be part of the welcoming committee to the U.S. Pharmacopeia Conference today. We are all deeply appreciative of his His Excellency Dr. Hatem Mostafaa El Gabaly’s support for this, for his strong support overall for the aims of this conference and very much appreciate that Dr. Sabr could join us. I’d like to congratulate and thank the organizers of this conference for putting a very impressive and ambitious agenda together. I’d like to recognize Dr. Abdulla Molokhia for his leadership, and also the generous support of many sponsors including the US Department of Commerce, Pharma, U.S. Pharmacopia, and the Egyptian Chamber of Pharmaceutical Manufacturing.

It speaks very well of your efforts that you have attracted a very influential and high level group of participants from Egypt, the United States and the region. I know that there are many other demands on your time so I think that the fact that you have taken the time to attend this conference regarding quality standards for medicines reflects the importance and the criticality to public health of getting this part of the healthcare chain correct. Although, I am not an expert in the pharmaceutical industry by any means, I certainly can appreciate what you are doing as a consumer to attend this conference where you, the experts, will discuss new strategies for an industry that is as I said a vital link in the entire chain of public health interventions.

During this conference, you will have the opportunity to discuss issues related to pharmaceutical standards and biotechnology, as well as government and private sector strategies for improving quality control in this key industry. The U.S. Government, in partnership with U.S. Pharmacopeia, is pleased to be part of this effort to further strengthen the healthcare sector in Egypt. Quality medicines are produced around the world, but certainly there are problems around the world as well and U.S. Pharmacopeia has extensive experience working with various stakeholders and constituencies to assure quality therapeutic products and their proper use worldwide.

In Egypt, U.S. Pharmacopeia will focus specifically on helping to eliminate substandard or poor quality drugs, which could increase anti-microbial resistance and ultimately damage individuals’ health. The U.S. Government, through USAID, is working closely with the Ministry of Health to improve the quality, availability, and management of primary health care in Egypt. The United States is very happy to provide technical expertise and funding for 14 medical and 11 nursing schools. Together, we hope to further update national core curricula, strengthen classroom training programs, introduce objective student assessments and establish partnerships between American and Egyptian medical and nursing institutions, and assist in implementation of a medical education accreditation program.

In addition, the U.S. is funding polio eradication efforts, providing technical expertise and funding to extend the maternal health and safe birthing programs into poor areas of Lower Egypt, improving infection control practices in medical facilities, controlling food borne diseases, and increasing Avian Influenza preparedness.

The development of new medical technologies is of prime interest to governments around the world, including Egypt. In the United States, we are advancing toward a new goal: we're creating a regulatory environment that will stimulate increased, faster, and therefore, lower-cost development of needed therapies, and making them available to patients quickly and safely. An excellent example of progress being made toward this goal is our current effort to overhaul the pharmaceutical “Good Manufacturing Practices,” which have been unchanged in almost 25 years. The purpose of that project is to ensure that pharmaceutical product review, compliance and inspection policies are based on science, and that they do not impede rapid modernization in drug manufacturing.

Good manufacturing practices relate to quality control and quality assurance, and enable companies in the pharmaceutical sector to minimize or eliminate instances of contamination, mix-ups and errors. This protects the consumer from purchasing a product that is ineffective or even dangerous. The U.S. research-intensive pharmaceutical industry is the most successful and competitive industry in the world. Among the principal reasons for its success is an unparalleled commitment to research and development, and quality control, which in-turn, yields an impressive array of advanced and effective biomedical therapies. And, of course, it goes without saying: Intellectual property protection is a cornerstone of the industry's existence. Without adequate and effective patent protection, the research-based pharmaceutical industry would simply not exist – not in the U.S., not in Egypt or anywhere else.

In conclusion, I want to point out that health care is undergoing radical changes in the United States, in Egypt under the leadership of Dr. El Geibaly, and throughout the world. Fora and conferences like this are essential to ensure that the health of consumers remains the primary focus of any health care system that is developed or implemented. A partnership between governments, pharmaceutical companies, pharmacists, and patients can improve healthcare for all. The United States is proud to support the continued development and growth of this strategic industry in Egypt and we are proud to develop and promote a U.S.-Egyptian partnership in this area.

Once again, it is an honor to be here and I thank all of you for your attendance. And I wish you all a very successful conference.
