جمعية مستثمري السادس من أكتوبر
شكراً لكم على استقبالكم لي اليوم في جمعية مستثمري السادس من أكتوبر. إنها من أسعد المناسبات أن تسمح الظروف لي بالخروج من منطقة وسط المدينة لأرى مناطق أخرى خارج العاصمة. وأعتقد أن أحداً لا يمكنه إلا أن يُعجب – بل وأن يغار – من هذا النمو الذي حققته السادس من أكتوبر وأن مشاكلكم تنحصر في عدم وجود أراض كافية للبناء عليها أو فيما يمكن القيام به في إزاء كل هذه الفرص الاستثمارية المتاحة أمامكم. هذا وضع جيداً جداً. كما أود أن أشكر بالتأكيد السيد/ محمد المنوفي، رئيس جمعية مستثمري السادس من أكتوبر لدعوتي للحضور هنا وإن كان يؤسفني أني لم أتمكن من لقاءه اليوم. ولكني شاكرة أيضاً للدكتور/ خميس والسادة أعضاء مجلس الإدارة لإتاحة الفرصة لي للحضور ولدعوتكم كي نتناقش حول كيفية تنمية التجارة بين مصر وأمريكا. أنا لا أريد أن أطيل في الحديث لأني أفضّل فعلاً أن نستفيد من الوقت من خلال الاستماع لكم والإجابة على استفساراتكم إن أمكن.

لقاء اليوم هو الثالث من بين سلسلة من اللقاءات التي قمنا بتنظيمها. عامر كياني من القسم التجاري كانت لديه هذه الفكرة حينما جئت إلى مصر وقال لم لا ننظم سلسلة من الندوات في جميع أنحاء مصر لنتحدث عن كيفية تعزيز التجارة مع الولايات المتحدة وقلت له أني أريد أن أشارك في هذا الجهد. ولذا فإني أشكر القسم التجاري على هذه الفكرة الرائعة حيث أنهم يرغبون في التركيز على الشئون العملية الخاصة بتسهيل الجارة والعلاقات الاقتصادية.

إن التزامنا بوجود علاقات تجارية ثنائية قوية ونشطة يرجع إلى زمن بعيد جداً وآمل أن تكون الفرصة قد سمحت لكم بالتأكد من ذلك في السابق. ففي السنوات الماضية كان لدينا برنامجاً أعتقد أنه برنامج هام وهو برنامج الاستيراد السلعي الذي ساعد على انطلاق العديد من المشاريع في مصر التي أصبحت الآن مشروعات كبرى تتعامل في عدة مليارات من الدولارات في جميع أنحاء العالم. وفي الوقت الحالي لدينا برنامج المناطق الصناعية المؤهلة QIZ في الإسكندرية والدلتا. ولدينا منح الوكالة الأمريكية لتنمية التجارة واتفاقية الاستثمار المشترك ومؤسسة الاستثمار الخاص عبر البحار وبنك الصادرات والواردات وكلها آليات تهدف إلى مساعدتنا على تدعيم التعاون الاقتصادي مع شركائنا حول العالم.

كرجال أعمال فإنكم تتطلعون دوماً للمستقبل. إنكم تبحثون دائما عن فرص وصفقات جديدة وعملاء جدد. وكما نعلم فهناك اضطرابات مالية وحالة من القلق في الأسواق ولكني أؤكد لكم أن الولايات المتحدة لا زالت وستظل دائماً ملتزمة بسياسات التجارة الحرة حول العالم لأننا في الولايات المتحدة لا يمكننا أن نرعى مواطنينا دون أن نوفر لهم وظائف وأن نخلق فرص للتصدير. ونعلم أن تحقيق ذلك يتطلب أن يكون لنا شركاء حول العالم. ولذا فنحن ملتزمون بدورنا كشريك اقتصادي لمصر وللأسواق الناشئة الأخرى، وكحكومة فإننا ملتزمون أيضاً بتنشيط التجارة والاستثمار من خلال مؤتمرات ولقاءات مثل لقاءنا اليوم.

ويرجع الفضل للإسهامات العظيمة والجهود المخلصة لمؤسسات مثل جمعية مستثمري السادس من أكتوبر في استمرار نمو تجارتنا الثنائية وتحقيق مستوى غير مسبوق للتعاون والشراكة. لتقد تنوعت أوجه علاقاتنا الاقتصادية والتجارية بشكل واضح خلال السنوات القليلة الماضية كنتيجة للجهود الرائعة لمجتمع قطاعات الأعمال الذي تمثلونه. للحكومات أدوار عليها القيام بها وقد طبقت حكومتكم في الأربع سنوات الماضية مجموعة من إجراءات الإصلاح الاقتصادي التي ساعدت حقاً على وضع مصر في مقدمة الأسواق الناشئة التي تتنافس على جذب الأنشطة الاقتصادية والاستثمارات من جميع أنحاء العالم. وأنا أهنئكم جميعاً على هذا الإنجاز الهام.

إننا نتفهم تماماً أهمية التجارة كما أننا ملتزمون بتشجيع الاستثمارات الأمريكية في مصر وفي المنطقة. وعلى مستوى مصر، نمضي بثبات على الدرب نحو التحول من المعونات إلى التجارة. ففي عام 2007 تخطى التبادل التجاري بين مصر والولايات المتحدة 7.7 مليار دولار بمعدل نمو 75% في ثلاث أعوام فقط. واستمر هذا النمو خلال عام 2008 أيضاً، حيث تشير نتائج الربع الأول من عام 2008 إلى زيادة التبادل التجاري بمعدل 19% بالمقارنة بنفس الفترة من العام السابق.

ونفتخر بأن الولايات المتحدة لا تزال أكبر شريك تجاري لمصر حيث تشتري أكثر من 33% من كل ما تصدّره مصر للعالم. ففي عام 2007، احتلت مصر المركز 62 على قائمة أكبر الدول المصدّرة للولايات المتحدة من بين 233 دولة شملتها القائمة. لقد ارتفعت الصادرات المصرية إلى الولايات المتحدة بنسبة 262% خلال العشر سنوات الماضية وفي نفس الفترة ارتفعت صادرات النسيج المصرية تحديداً بنسبة 400%. ونأمل أن تساعد لقاءات مثل لقائنا اليوم على زيادة التجارة أكثر وأكثر. نعلم أنكم أنتم، القطاع الخاص، تمثلون المحرك الحقيقي لخلق الوظائف وتحقيق النمو الاقتصادي المستدام.

كما قلت سابقاً، فإننا ملتزمون بأن نأتي لكم ونشرح كيف أن الولايات المتحدة ترغب في الاستمرار كشريك تجاري مع مصر. ففي هذا الشهر وحده كان لدينا زيارة من مكتب الممثل التجاري الأمريكي، حيث جاء أحد المتخصصين في النظم المعمم للأفضلية GPS، وما اكتشفناه من تحليل الواردات من مصر أن هناك نسبة كبيرة من هذه الواردات يمكنها الاستفادة من هذا النظام بشكل أفضل مما يتم الآن حيث يمكن من خلال بعض التدابير – وهي ليست معقدة أبداً – أن تصبح الصادرات المصرية أكثر تنافسية في السوق الأمريكي. وهكذا، فإننا ملتزمون بأن نساعد كشركاء على تنمية التجارة الثنائية.

6th of October Industrialists Association

Thank you for welcoming me to the 6th of October Industrialists Association. It’s really one of the greatest pleasures I have is to get out of downtown and out to see the parts of Egypt outside the capitol. I don’t think anyone could be anything but admiring and I think a little bit jealous to hear the account of the growth of 6th of October and that your problems are not having enough land on which to build. And your problems are one of what to do with all of the investment opportunities. I think that this is really a good place to be in. I would like very much of course to thank Mr. El Monofi the President of 6th of October Industrial Association for inviting me in the first place. I regret that I am not here to meet him, but I am so grateful to Dr. Khamis and the other members of the board for allowing me to come and for gathering you so that we can have a conversation about how we can grow U.S.-Egyptian trade even more. I don’t want to talk for a long period of time because I really would rather have time to hear from you and answer questions if I can.

The seminar today is the third that we have been organizing. Amer Kayani from our Commercial Section had this idea when I came that why don’t we set up a series of seminars around Egypt to talk about how to promote U.S. trade and I said that I want to be part of that. So I thank the Commercial Service for this great idea and they intend to focus on the practical issues about facilitating trade and economic relationships.

Our commitment to a strong and vibrant bilateral trade is very, very long and I think that hopefully most of you have had experiences with us before. In years past of course we had what I think was an important program, the Commodity Import Program, that helped to launch a lot of businesses in Egypt that today are frankly are multi-billion dollar, global operations. Currently of course we have the QIZ program in the area of Alexandria and the Delta. We have U.S. Trade Development Authority grants, we have a Bilateral Investment Treaty, we have the Overseas Private Investment Corporation, the Export-Import Bank, all facilities designed to help us do business with partners around the world.

As business people, I believe you are looking for new opportunities, new markets, new customers. As we know, there is financial turmoil and a little uncertainty in the market, but I can assure you that the United States is and will forever be committed to broad, free trade arrangements around the world because the United States, we can’t take care of our own people unless we can give them jobs, unless we can create export opportunities. And we know for that we need partners around the world. So we are committed to our role as being an economic partner for Egypt as well as other emerging markets, and as a government, we are committed to promoting trade and investment through conferences like this and through other facilities.

Thanks to the enormous contributions and efforts of institutions such as the 6th of October Industrialists Association, our trade continues to grow and we enjoy an unprecedented level of cooperation. Trade and economic relations have significantly diversified and expanded in recent years due I would say almost entirely to entrepreneurs and businesspeople such as yourselves. Governments have a role to play and your government has adopted in the last four years in particular a set of economic reform measures that have really put Egypt into the front of emerging markets that are competing for business and investment around the world. And I congratulate all of you on this significant achievement.

We understand the importance of trade, and so we are also committed to the promotion of U.S. investment in Egypt and in the region. We are transitioning really from an aid relationship to a trade relationship. In 2007, bilateral trade between Egypt and the United States was more than $7.7 billion dollars – a 75 percent increase in just three years. In 2008 so far, we have continued to see growth. The first quarter figures from 2008 show an increase of almost 19% compared to the same period the previous year.

We are proud to remain Egypt’s single largest trading partner, buying 33% of everything Egypt exports to the world. In 2007, Egypt was the 62nd largest exporter to the United States out of 233 countries. In the last ten years, Egypt’s exports to the U.S. have increased by 262% and textile exports in particular by over 400%. We hope that events like today will help to increase trade even more because it is you, the private sector, that is the real engine for economic growth and sustained job creation.

As I said we are committed to bringing to you and explaining and doing the best we can to tell how the United States wants to continue to be a trading partner. Just this last month we had a visit from the U.S. Trade Representative’s Office, a specialist in the Generalized System of Preferences (GSP) process. What we have discovered by analyzing the imports from Egypt are that a high percentage of existing imports from Egypt could take advantage of GSP benefits in ways that they are not currently doing, which if they could do it – and it’s not that complicate – would make Egyptian exports to the U.S. even more competitive. So we are committed to be a partner and to help grow bilateral trade. Again, thanks very much to your support to further develop this friendship and partnership as well. I wish success, I wish us success and I would be happy to hear your comments or to try and answer any questions that I might.
