أود فقط أن أشكر سعادة السيد محافظ سيناء على استقبالي اليوم وكذلك الجنرال ويليامز المدير الجديد لمكتب التعاون العسكري الخاص بنا. إنها زيارته الأولى هنا أيضاً. إننا سعداء لوجودنا هنا. لقد لخّص المحافظ بوضوح شديد النقاط الرئيسية التي ناقشناها. ومن الواضح لي أن الجميع هنا سواء من الجهات الحكومية وغير حكومية ومن قطاع الأعمال يبذلون جهوداً مشتركة وقد أشرت إلى ذلك في لقائي مع وفد متميز يمثل مواطني سيناء. لقد استمعنا إلى أعضاء من مجلس الشورى وقادة الأعمال ومن الإدارة التعليمية ومن الواضح أن قيادة المحافظ تحت قيادة الرئيس مبارك لديها رؤية واضحة للأولويات وما الذي ينبغي القيام به وكذلك فقد حرصت الولايات المتحدة من خلال الوكالة الأمريكية للتنمية الدولية على أن ترى كيف يمكننا أن نوفر المزيد من المساعدة. لقد قمنا بالعديد من الأعمال هنا في سيناء فيما سبق من خلال بناء المدارس ونعمل الآن عن تشجيع ودعم المشروعات الصغيرة كي تباشر أنشطتها. منطقة شمال سيناء تشغل مكاناً خاصاً بالفعل في مصر. التنمية التي تشهدها ووضعها الحالي نتيجة للسلام. لدينا احترام كبير لإسهامات المحافظ وللإدارة الحذرة للشئون الأمنية في هذه المنطقة والتي من الواضح أنها لم تمنعها من الاستفادة من التنمية الجيدة ونأمل أن نستمر كشركاء لشعب شمال سيناء وأتطلع لفرصة العمل معكم مستقبلاً.

سؤال: لمصر والولايات المتحدة علاقات إستراتيجية قوية جداً. وأتساءل إذا ما كان هناك اتجاهاً الآن لزيادة المساعدات المقدمة لجمعيات الأعمال هنا في سيناء؟ أود أن أؤكد على نجاح جمعيات الأعمال في أنشطتها ودور المساعدات التي قدمتها الولايات المتحدة ولكني أود أن أجذب الانتباه إلى منطقة وسط سيناء لأنها مهجورة ومهمله وتحتاج للمزيد من المساعدات. هل هناك أي مساعدات أو آلية لتنشيط هذه المساعدات على جدول أعمال السفيرة الأمريكية؟

السفيرة سكوبي: حسناً، أنا أقدّر كثيراً ما سمعته من المحافظ والسادة أعضاء الوفد حول التحديات الخاصة بمنطقة وسط سيناء. وأرغب بالتأكيد أن أعود من هذه الزيارة لأتحدث لزملائنا الوكالة الأمريكية للتنمية الدولية لأرى خططهم الحالية وما إذا كان هناك ما يمكن إضافته للعمل هنا. أعتقد أننا جميعاً نتعاطف ونتفهم التحديات الحقيقية لشعب شمال سيناء الذي عاش هنا منذ زمن وتحديات القرن الحادي والعشرين فيما يتعلق بالحصول على التعليم الذي يحتاجونه وجميع الموارد التي يحتاجونها ليكونوا مساهمين إيجابيين في المجتمع المصري. مسألة مبالغ المساعدات لا زالت في مرحلة الدراسة. نحن لا زلنا نعمل في 2008 ونعمل من خلال شراكة مع الحكومة المصرية ولذلك سنركز بالتأكيد على ذلك وسننظر إلى المناطق التي نتعاون فيها حالياً لنرى إذا ما كان المزيد الذي يمكننا القيام به.

سؤال: للوكالة الأمريكية دور في دعم الاستقرار في سيناء. وأتساءل عن دور الوكالة في الفترة القادمة في بناء مجتمعات تركز على المناطق الزراعية لتبني مجتمعاً على الأراضي الزراعية. أتساءل أيضاً عن دور الوكالة في توفير فرص للخريجين الجدد وعن دورها أيضاً في الحفاظ على المواقع السياحية في سيناء وكذلك دورها في تحسين التعليم.

السفيرة سكوبي: أشير إلى أن عمر الشراكة بين الوكالة الأمريكية للتنمية الدولية والحكومة المصرية يصل إلى نحو 30 عاماً. وأشك في أن الوكالة شاركت في أنشطة تغطي كل هذه المجالات طوال هذه المدة. أعتقد أن نشاطنا في الفترة الحالية في شمال سيناء يركز على تمويل المشروعات الصغيرة لتشجيعها على النمو بما يسمح للأسر بأن تعتمد على نفسها وإقامة مشروعات صغيرة لتوظيف آخرين. لقد استمعت لإحدى السيدات، وهي في الحقيقة نائبتكم في مجلس الشورى عن العمل الذي يتم إنجازه للنساء حيث يتم تزويدهن بمهارات تساعدهن على الإنفاق على أنفسهن وعائلاتهن. وكما ذكرت سابقاً، فحينما أعود، سنتحدث مع زملائنا من الوكالة ونراجع برنامجنا الشامل وأهدافنا هنا ثم نتشاور بالتأكيد مع الحكومة المصرية لأن هذه المشروعات ليست أحادية الجانب بل يتم تنفيذها بتعاون وثيق مع الحكومة.

حوار مع القناة الرابعة بجمعية رجال أعمال شمال سيناء

سؤال من القناة الرابعة: خل يمكنك أن تطلعينا عن هدف هذه الزيارة؟

السفيرة: لقد وصلت لمصر في أبريل فقط ومن آمالي أن أسافر إلى جميع أنحاء مصر وأن ألتقي مع الكثير من المصريين من مختلف المناطق ومن كافة المجالات. ولذا فإنه من دواعي سروري وشرف لي أن آتي إلى محافظة شمال سيناء في ثاني زيارة لي فقط خارج القاهرة. لقد أتيحت لي فرصة رائعة للتحدث إلى سعادة المحافظ والعديد من القيادات الشعبية ورجال الأعمال وأعضاء مجلس الشورى وآخرين عن التحديات والفرص في هذه المحافظة الجميلة جداً. يوجد الكثير من الموارد هنا. وتحدثنا أيضاً عن التحديات الموجودة وعن المشاكل الخاصة بمنطقة وسط المحافظة ومشاكل المياه والتعليم واحتياجات المواطنين. لقد استمعت للكثير عن العمل الذي يتم هنا، خاصة للنساء وقدرتهن على الإسهام أكثر وأكثر وهذا المركز يعبر حقاً عن الدور الذي تقوم به جمعية رجال أعمال شمال سيناء التي رعت هذا المركز والتي تعمل مع الوكالة الأمريكية للتنمية الدولية حالياً. أعتقد أن لدينا نحو 4 مليون دولار في صورة قروض قائمة هنا تم تقديمها للأفراد والمجموعات المختلفة ليستثمروا في أنفسهم وللمساعدة في خلق وظائف وتوفير فرص لأطفالهم وللآخرين. هذه المؤسسات المجتمعية هي بالتأكيد العنصر الأساسي للإسهام في المجتمع وفي النمو الاقتصادي والتنمية ولكن المحافظ والمواطنين لديهم الكثير من الأولويات والأفكار المناسبة هناك لهذه المنطقة الجميلة المطلة على البحر المتوسط وأنا أتوقع أن أتابع المزيد من التقارير عن فرص النمو الاقتصادي المتاحة للشعب هنا. ونأمل كسفارة الولايات المتحدة والوكالة الأمريكية للتنمية الدولية أن تستمر شراكتنا مع الزملاء والأصدقاء والمحافظ والسلطات والمجتمع المدني هنا لنستمر في إسهامنا.

سؤال من القناة الرابعة: أود أن أسألك عن انطباعك وعن رأيك في هذه المنتجات اليدوية؟

السفيرة سكوبي: حسناً، المنتجات اليدوية جميلة بالتأكيد. لم أستطع مقاومة التسوق بأي حال من الأحوال، ومن الرائع أن أرى الاستثمار في الجهود المبذولة لمساعدة النساء الشابات على الحفاظ على ثقافتهن وتقاليدهن اللاتي نشأن عليها وورثهن من أمهاتهن وجداتهن وأن يتمكن من الاستفادة من هذه المهارات بطريقة تساعدهن على زيادة دخل أسرهن والاعتماد على ذاتهن. إنها بالتأكيد رغبة المحافظ والعاملين معه في أن تحصل النساء على جميع الفرص المتاحة في محافظة شمال سيناء سواء في التعليم أو فيما يتعلق بقدراتهن على تطوير أحوالهن وأحوال أسرهن. إنه مركز مبهر ولقد استمتعت حقاً بمشاهدة المعروضات هنا.

Ambassador Scobey: I’d just like to thank His Excellency, the governor of Sinai, for receiving me and General Williams who is our new head of the Office of Military Cooperation. It is his first visit here as well. We’re delighted to be here. The governor summarized very clearly the main topics of our discussion. It is clear to me, and I noted this to the very distinguished delegation of citizens from North Sinai, how much effort all aspects of governmental, non-governmental, business activity are working together. We heard from members of the Shoura Council, from businessmen, from heads of BCMs and the Education Department and it is clear that that the leadership of the governor and under President Mubarak, people have a good sense of priority, what needs to be done, and the United States through our U.S. Agency for International Development (USAID) has certainly looked to see how we can be of further assistance. We have done significant work here in the Sinai in the past, building a school and now currently we are helping to encourage small businesses to get started. The area of North Sinai occupies a really special place in Egypt. Its development, its current situation is so much a product of peace. We have great respect for the contributions of the governor to the careful managing of the security concerns of this area and it clearly has not prevented this area from experiencing good development and we hope to remain a partner with the people of North Sinai and I look forward to the opportunity do business with you.

Question (via translator): Egypt and the United States have very strong and strategic relations. I am wondering if there is now a trend to increase the assistance to the business association here in Sinai. I want to emphasize the great success that the business association is conducting and all the assistance provided by the United States, however, I want to bring attention to the middle and center of Sinai because it is deserted, neglected and needs further assistance. Is there any assistance, a mechanism that can activate this assistance on the agenda of the American ambassador?

Ambassador Scobey: Well, I really appreciate what I heard, both from the governor and the members of the delegation about the special challenges of the central portion of the Sinai. And I certainly want to go back from this visit and talk to our colleagues in USAID to see what plans they have now and whether there are areas for additional work here. I think we can all feel great sympathy and understanding for the real challenges of the people of North Sinai that have lived here forever and the challenges of the 21st century in assuring they get the education they need and all the resources they need to be constructive, contributing members of Egyptian society. The issue of amounts (of assistance) are still under discussion. We’re still working on 2008 and we work in partnership with the government of Egypt, so we will certainly focus our attention on this and look at areas where we are currently cooperating to see if there is more that we can do.

Question (via translator): USAID has a role in maintaining stability in Sinai. I am wondering about the role of USAID in the coming period in building communities that are focused on agricultural areas to build an established community on agricultural land. I am also wondering about the USAID aspect in providing opportunities for the new graduates and the third role of USAID in preserving tourist sites around the tourist areas in the Sinai and also the role of USAID in improving education.

Ambassador Scobey: I should say the role of partnership of the U.S. Agency for International Development and the government of Egypt is nearly 30 years old. And over that period of time I suspect that USAID has been involved in activities that cover all of these areas. I think at this point the current activity we have in North Sinai is focused on micro financing to encourage small businesses to grow so that families can support themselves and hopefully build small businesses that employ other people. I heard from one of the ladies, the person who is your representative in the Shoura Council, about the work being done, for example, for women, to give them skills where they can help support themselves and their families. As I said earlier, when I go back, we will talk with our colleagues from USAID and look at our overall program and objectives here and then consult, of course, with the government of Egypt because these are not unilateral projects. These are very much done in conjunction with the government.

Interview with Channel 4 at North Sinai Businessman’s Association

Question from Channel 4: Could you tell us about the purpose of your visit?

Ambassador: I just arrived in Egypt in April and it’s one of my hopes to be able to travel throughout Egypt and to meet a lot of different Egyptians from all areas of Egypt doing different activities. So it’s a real pleasure and honor for me, very early on, on my second visit outside of Cairo, to come to North Sinai governorate. I’ve had a wonderful chance to talk to his Excellency the governor and many members of the community, businessmen, members of the Shoura Council and others, to talk about the challenges and opportunities in this very beautiful governorate. There are so many resources here. We also talked again about some of the other challenges here, the special problems in the center of the governorate, with challenges of water and education and assuring that every citizen has what he or she needs. I’ve been able to hear a lot about the work, particularly with women, and their ability to contribute more and more, and this center really reflects a lot of the work the North Sinai Businessmen’s Association, which has sponsored this center and is working with the U.S. Agency for International Development now. I think we have a total of nearly 4 million U.S. dollars in loans outstanding here that have been able to be provided to individuals and groups to help them invest in themselves and to help create jobs and opportunities for their children and others. And these community organizations are absolutely the fundamental element of being able to contribute to society and to economic growth and development, but the governor and citizens of this governorate clearly have a lot of priorities and a lot of ideas and it’s so beautifully situated here on the beautiful Mediterranean Sea that I expect to see nothing but wonderful reports of growing economic opportunities here for the people. And we hope that we, the US Embassy and the US Agency for International Development, can continue to partner with colleagues and friends, the governor of Egypt, the authorities in the governorate and civil society here to help continue contributing.

Question from Channel 4: I want to ask you about your operation, about this input, also about the handmade products.

Ambassador Scobey: Well, the handmade products are absolutely beautiful. I can’t help it being a shopper no matter what, and it’s wonderful to see the investment of effort in helping young women and to make sure that they preserve the culture and traditions that they grew up with, that they learned from their mothers and their grandmothers, and hopefully be able to do this in a way that will actually help them add income to their families and help them sustain themselves. It’s certainly the desire of the governor and others that women be given every opportunity in North Sinai governorate, in terms of education and the ability to advance for themselves and for their families. So, it’s a very impressive center and I really enjoyed seeing the items here.
