معالي الوزيرة مشيرة خطاب، الدكتور كامل، العميد روبرتس، الدكتور بلال، الدكتور إيميرت، السيدات والسادة، الطلاب المتخرجين،

يسعدني أن أشارك في حفل تخرج أول مجموعة من برنامج طلاب الماجستير في القانون وذلك بالتعاون بين كلية الحقوق بجامعة إنديانا وجامعة القاهرة وجامعة الإسكندرية.

وأود أن أبدأ بتهنئة جميع الطلاب الذين اجتهدوا كثيراً ليكونوا هنا اليوم. أنتم أول الحاصلين على درجة ماجستير أمريكية في القانون يتم الحصول عليها بالكامل في الشرق الأوسط. إنها مناسبة خاصة فعلاً ولكم أن تفخروا بأنفسكم مثلما نفخر نحن بكم.

أود أيضاً أن أشكر كل الذين بذلوا الجهد في هذه الجامعات الثلاث لتحقيق هذه الشراكة على أرض الواقع. حينما أنظر حولي اليوم، أرى أن جهودكم قد أثمرت.

كما قال الرئيس أوباما في كلمته في هذه الجامعة التاريخية منذ أسابيع قليلة مضت "على الجميع أن يدركوا أن التعليم والابتكار سيكونان عملة القرن الحادي والعشرين...". وهذا البرنامج يعكس الإيمان المشترك للولايات المتحدة ومصر بهذه المبادئ وبأهمية الاستثمار في مهارات وقدرات شبابنا والمستقبل الذي سيبنونه.

للتنافس في الأسواق العالمية الآن، تحتاج مؤسسات الأعمال إلى محامين تجاريين قادرين على الابتكار والتفاعل السريع مع بيئة تنافسية سريعة الإيقاع والتغير. وتحتاج المؤسسات التعليمية إلى توفير تدريب أكاديمي ومهني يتناسب مع احتياجات السوق والمؤسسات العاملة فيه.

وفي الوقت الذي تتخذ مصر خلاله خطوات عملاقة للاندماج في الاقتصاد العالمي فقد أصبح تدعيم القطاع التجاري بمحامين على مستوى عالي من التدريب ضرورة قصوى. ومن خلال هذه الشراكة، تسهم أكبر جامعتين في مصر إسهاماً هاماً في تنمية الموارد البشرية اللازمة للاقتصاد المصري الآخذ في التوسع. جميعكم ممن تتخرجون اليوم ستقومون بدور في مساعدة مصر على التنافس بنجاح في السوق العالمي.

أنا على ثقة أن هذه الشراكة بين كلية الحقوق بجامعة إنديانا وجامعتي القاهرة والإسكندرية ستساعد على تطوير طرق تدريس القانون الدولي والتجاري في مصر. لن يقتصر تأثيرها على توفير محامين تجاريين رفيعي المستوى والكفاءة يحتاجهم السوق بل ستساعد أيضاً في تطوير:

الطريقة التي تقدم بها مصر نفسها إلى المستثمرين الدوليين.
أساليب الشركات المصرية في الاستفادة من الفرص الدولية.
المنهج الذي تتبعه مصر للمطالبة بحقوقها والوفاء بالتزامتها في التعامل مع المنظمات الدولية.
الطرق التي تسلكها مصر والانطباع العام عنها في الاقتصاد العالمي الآخذ في التواصل.

هناك نحو 100 طالب حالياً ملتحق ببرنامج ماجستير القانون في كل من جامعتي القاهرة والإسكندرية. ويتمتع أغلبهم بخبرة عملية حيث يمارسون فعلياً وظائف قانونية كمتدربين ومحامين ووكلاء نيابة بل وقضاة أيضاً.

ثلث هؤلاء من النساء. ووفقاً لشهادات الكثير من الطلاب، أتاح البرنامج لهم الفرصة للتعلم واكتساب مهارات متميزة ليصبحوا قانونيين متمكنين من القانون الدولي والقانون التجاري المقارن. لقد مكّنهم البرنامج من التفوق في حياتهم الأكاديمية والشخصة والمهنية.

تقدم هذه الشراكة أيضاً نموذجاً هاماً يمكن تكراره في جامعات أخرى في مصر والشرق الأوسط. وعلى سبيل المثال، شهدنا الأسبوع الماضي بداية شراكة أخرى للحصول على ماجستير إدارة الأعمال للتنفيذيين بالتعاون بين كلية التجارة بجامعة الإسكندرية وجامعة ولاية جورجيا.

دعوني أختتم كلمتي بالقول بأني على ثقة أنه بعد تخرجكم من هذا البرنامج سيكون لكم جميعاً مستقبلاً باهراً. إنني أشجعكم على مواصلة نفس المستوى من الاجتهاد والنشاط العقلي والمبادرة مثلما فعلتم خلال فترة البرنامج. فكما قال الرئيس أوباما لمجموعة أخرى من خريجي الكلية الاقتصادية الجديدة في موسكو هذا الأسبوع ولعائلاتهم: "لكم أن تقرروا ما الذي ستقومون به بعد ذلك. لكم أن تقرروا إلى أين سيقودنا التغيير لأن المستقبل ليس ملكاً لهؤلاء الذين يحشدون الجيوش على أرض المعركة أو يدفنون الصواريخ في الأرض، المستقبل ملك للشباب المتعلم الذي يملك الفكر ليبدع ويخلق. ذلك هو مصدر القوة في هذا القرن".

مرة أخرى، أشكركم على دعوتكم لي للمشاركة في هذا الحفل. تحياتي للعميد بلال والعميد هندي والعميد روبرتس والوكالة الأمريكية للتنمية الدولية ولكل الفريق الذي عمل جاهداً لدعم هذه الشراكة. أطيب أمنياتي للخريجين بالتوفيق والنجاح في حياتهم المهنية.

Your Excellency, Minister Khattab, Dr. Kamel, Dean Roberts, Dr. Belal, Dr. Emmert, ladies and gentlemen, and graduating students, I am delighted to have been invited to participate in the graduation ceremony of the first class of students of the Master of Laws (LL.M.) Program, established through a partnership between the Indiana University School of Law, Cairo University, and Alexandria University.


I would like to begin by congratulating all of the students who have worked so hard to be here today. You are graduates of the first American Master of Laws degree fully delivered and awarded in the Middle East. It is truly a special occasion. You should be as proud of yourselves as we are of you.

I would also like to thank the dedicated people in the three universities who have worked hard to make this partnership a reality. When I look around today, I can see your efforts have been rewarded.

As President Obama said in his speech at this historic university just a few weeks ago, “All of must recognize that education and innovation will be the currency of the 21st century…” This program reflects the United States and Egypt’s shared belief in these ideals – in the importance of investing in skills and opportunities for our young people and the future they will build.

To compete in global markets today, businesses need commercial lawyers who are able to innovate and respond to rapidly changing circumstances in a competitive environment. Educational institutions need to provide academic and professional training that is relevant to the demands of the market and to the needs of employers.

As Egypt takes major steps to fully integrate in the world economy, augmenting the commercial sector with internationally trained lawyers has become a necessity. Through this partnership, Egypt’s two largest universities are making an important contribution to the development of critical human resources for the expanding Egyptian economy. All of you who are graduating today can play a role in helping Egypt compete successfully in the global marketplace.

I am confident that this partnership between Indiana University Law School and Cairo and Alexandria Universities will help transform the way international and commercial law is taught in Egypt.

This partnership will not only provide the market with much needed highly qualified commercial lawyers, but will also transform the way Egypt presents itself to international investors. The partnership will assist Egyptian companies in taking greater advantage of international opportunities, and will promote more effective pursuit of Egyptian rights and obligations in international organizations.
More broadly, this partnership will promote Egypt’s role and public stance in an increasingly interconnected global economy.

Currently, there are around 100 students enrolled in the Master of Laws program in both Cairo and Alexandria campuses. The majority have practical experience. They are already in the legal profession as trainees, attorneys, prosecutors, and even judges.
Over one third are young women. According to the testimony of many students, the program gave them the chance to be recognized as well educated, highly skilled, experienced lawyers who are well versed in the field of international and comparative commercial law. It empowered them to excel not only in their academic life but also in their personal and professional lives.

This partnership also provides an important model that could be replicated in other universities in Egypt as well as in the Middle East. For example, last week, we saw the start of another partnership - the Executive MBA in the Faculty of Commerce at Alexandria University in partnership with Georgia State University.

Let me close by saying that I am confident that after your graduation from this program, all of you will have a bright future. I encourage you to continue to display the same dedication, intellectual rigor, and initiative as you have throughout this program. As President Obama said at the New Economic School in Moscow this week to another group of proud graduates and their families: “You get to decide what comes next. You get to choose where change will take us, because the future does not belong to those who gather armies on a field of battle or bury missiles in the ground; the future belongs to young people with an education and the imagination to create. That is the source of power in this century.“

Once again, I would like to thank you for inviting me to participate in this ceremony. My compliments to Dean Belal, Dean Hendi, Dean Roberts, USAID, and to all the team who worked hard to support this partnership. My sincere wishes to the graduates for a fulfilling and successful career.
