سعادة الدكتور حاتم الجبلي، وزير الصحة، سعادة الوزيرة فايزة أبو النجا، وزيرة التعاون الدولي، سعادة الدكتور أحمد درويش، وزير التنمية الإدارية، سعادة الدكتور هاني هلال، وزير التعليم العالي، الدكتور مارك روبرتس والدكتورة نانسي كين من كلية هارفارد للصحة العامة، السيدات والسادة،

يشرفني أن أكون هنا اليوم لأمثل الولايات المتحدة ولتأكيد دعمنا للرعاية الصحية في مصر وبشكل خاص في مجال تنمية القدرات البشرية التي تمثل جزء حيوي من الإصلاح الصحي.

وأود أن أبدأ بالإشادة بالشراكة الفريدة بين الوكالة الأمريكية للتنمية الدولية والدكتور حاتم الجبلي ووزارة الصحة. لقد كنا نتحدث لتونا قبل أن ندخل إلى القاعة عن سعادتنا الغامرة بأن نشهد تفعيل فكرة ظهرت لأول مرة منذ نحو ثلاث سنوات وإن كنت أعتقد أن الدكتور حاتم كانت لديه هذه الفكرة منذ فترة أطول.

لقد استغرق تدبير الموارد والتجهيزات اللازمة لتنفيذ هذه الفكرة ثلاث سنوات. ولو لم يكن لدى سيادته الرؤية والإصرار، ما كان أي من هذا ليتحقق ولذا أشكره شكراً جزيلاً جزيلاً.

نشهد أيضاً اختيار برنامج هارفارد للتنفيذيين كجزء أساسي لتوفير أفضل الموارد اللازمة لتحقيق الأهداف المنشودة.

وتستحق كلية هارفارد للصحة العامة إشادة خاصة للاستجابة لندائنا للمعاونة. إن خبراتكم الفنية ذات تقدير عالمي ونحن محظوظون بالاستفادة منها في مصر. إنها توفر فرصة تعليمية فريدة لكل من تلقوا هذه الدورة. ويسعدنا أن ندعم هذا الجهد التدريبي الهام والضروري من خلال الخبرات العالمية لكلية هارفارد للصحة العامة.

في خطابه بجامعة القاهرة أوائل الشهر الحالي، تحدث الرئيس أوباما عن فرص التعاون بين بلدينا والفوائد التي تعود علينا جميعاً من العمل معاً. وكما يعلم الكثيرون، لدينا تاريخ طويل من التعاون معاً لمواجهة التحديات التي تواجه مصر في مجال الصحة في إطار من المصالح المشتركة والاحترام المتبادل. الصحة مصلحة مشتركة لأن العالم أصبح متواصلاً مما يتطلب منهج متكامل للتصدي للمشكلات الصحية العالمية.

وقد اشار الرئيس أوباما أيضاً إلى أن "التعليم والابتكار سيكونان عملة القرن الحادي والعشرين" هذا البرنامج التعليمي للتنفيذيين يجمع هذان العنصران: التعليم والابتكار من خلال الإصلاح. هذا مثال رائع لتعاون الولايات المتحدة ومصر بشكل مفيد لكل المصريين.

لسنوات عديدة دعمت الحكومة الأمريكية، من خلال الوكالة الأمريكية للتنمية الدولية، وزارة الصحة لتقوية نظام الرعاية الصحية في مصر ومساندة الجهود الإصلاحية في هذا المجال. وعلى الرغم من وجود الكثير من العناصر لنظم الرعاية الصحية، فإن العنصر البشري هو الذي يجعل من الإصلاح ممكناً. الاستثمار في العنصر البشري في وزارة الصحة هو استثمار يعود بالنفع على كل من تخدمهم هذه الوزارة.

لقد وضع الوزير العنصر البشري على رأس أولويات برنامجه الإصلاحي. إننا ندعم هذا القرار ونود أن نسهم في تنفيذه. فالتغيير لا يمكن أن يتحقق بدون أمرين أساسيين: كتلة مؤثرة من القيادات التي تحدد الاتجاهات وتجمع العاملين وتحفزهم وتشجعهم على المضي في هذه الاتجاهات، ومدراء لديهم المهارات اللازمة في مجالات التخطيط وإعداد الميزانيات ومراقبة الجودة وإدارة المعلومات. وقد تم تصميم هذا البرنامج لتلبية كل هذه الاحتياجات.

أود أيضاً أن أتوجّه بكلمات قليلة لكل المشاركين في هذا البرنامج. أنتم هنا لأن الوزارة تقدّر مهاراتكم القيادية وترى فيكم أملاً لتولي المزيد من الأدوار القيادية مستقبلاً. لقد أتيحت لكم الفرصة لتلقي تعليم راقي ذو مستوى عالمي من أساتذة جامعة هارفارد لكن هذه الفرصة تقترن بالمسئولية ونتوقع أن ينعكس ذلك على أداء كل فرد منكم. ستتولون أنتم إحداث التغيير في وزارة الصحة. ينبغي أن تكونوا القدوة والقيادات التي تمهد الدرب للآخرين.

إني أشجعكم جميعاً على مواصلة جهودكم القوية لتحقيق الإصلاحات المنشودة اعتماداً على ما تعلمتموه هنا وما ستتعلمونه في البرامج المستقبلية. هذا هو الجهد المتواصل الذي تحدث عنه الرئيس أوباما أوائل هذا الشهر حينما قال "علينا أن نلزم أنفسنا ببذل جهد – جهد متواصل – للتركيز على المستقبل الذي نأمله لأبنائنا ولاحترام كرامة البشر جميعاً". إنكم جزء من تغيير إيجابي سيؤثر في المنطقة والعالم.

أتمنى لكم جميعاً كل التوفيق في تطبيق ما تعلمتموه.

Your Excellency Dr. Hatem el Gabaly, Minister of Health; Your Excellency Ms. Faiza Aboulnaga, Minister of International Cooperation; Your Excellency Dr. Ahmed Darwish, Minister of State for Administrative Development; Your Excellency Dr. Hany Helal, Minister of Higher Education and Scientific Research; Dr. Marc Roberts and Dr. Nancy Kane of Harvard School of Public Health, Ladies and Gentlemen;

It is an honor to be here on behalf of the United States, to demonstrate our support for healthcare in Egypt, and in particular our support for human capacity development - a critical component of health reform.

I would like to start out by acknowledging the unique partnership between USAID and Dr. Hatem and the Ministry of Health. We were just talking before we came in about what a great and rare privilege it is to be witness to the actualization of an idea that started at least three years ago—I think Dr. Hatem may have had this idea even longer.

It took three years to bring together all the components and resources to make this process start. If he had not had the vision and the determination, none of this would have happened, so I thank him very, very much.

We also see the selection of the Harvard Executive Education program as another critical component of bringing together the resources needed to make this possible.

Of course, I would like very much to thank and to acknowledge the support of the private sector partners: The Europe Companies for Drug Industries and Medical Appliances, the Egyptian International Pharmaceutical Industries Company, Pharco Corporation and the Pharmaceutical Research and Manufacturers of America. You recognize that a robust public sector is good for business; it’s good for Egypt and it’s good for all its citizens. Your support serves as a real model for other public-private partnerships that we hope will develop in both the Health Sector and elsewhere in Egypt.



The Harvard School for Public Health deserves special recognition for responding to our call for assistance. Your expertise is recognized worldwide, and we are fortunate to have you bring it to Egypt. It poses a unique learning opportunity for all who will attend your courses here. We are pleased to be able to support this important and necessary training effort through the world class expertise provided by the Harvard School of Public Health.

In his speech at Cairo University earlier this month, President Obama spoke about the opportunities for cooperation between our two countries and the benefits to all of us of working together. As others have noted, we have a longstanding relationship working together to address the challenges of Egypt’s health priorities, based on mutual interest and mutual respect. Health is a mutual interest because the world is interconnected and demands an integrated approach to address global health issues.

President Obama also commented that “education and innovation will be the currency of the 21st century.” This Executive Education program combines both of these elements: education and innovation through reform. The program is a wonderful example of how the U.S. and Egypt can cooperate in ways that benefit all Egyptians.



For many years the U.S. government, through the Agency for International Development, has supported the Ministry of Health in strengthening the health care system in Egypt, supporting its efforts in reforms. While there are many components to a health system, it is people who make reform happen. An investment in the human capacity of the Ministry is an investment that will pay off for all the people that the Ministry serves.

The Minister has made human resources a cornerstone of his reform program. We support the decision and also want to be a part of it. Change cannot happen without two key components: a critical mass of leaders who set direction and align people with that direction and motivate and inspire staff; as well as managers who have skills in areas such as planning and budgeting, and quality and information management. This program is designed to meet all of these needs.



I’d just like to offer a few words to all the participants in this program. You’re all here because the Ministry recognizes your current leadership and sees your leadership potential for the future. You have been given a unique opportunity to receive world class educational from Harvard University professors, but with this opportunity comes responsibility – that we anticipate we will see reflected in each and every one of you. You are the change agents of the Ministry of Health. You must be the models and the leaders that will show the way to others.

I encourage you all to continue your strong efforts toward reform, utilizing what you learn here, and in future programs. This is the kind of sustained effort that President Obama talked about earlier this month, “we must commit ourselves to an effort - a sustained effort - to focus on the future we seek for our children, and to respect the dignity of all human beings.” You are part of a positive change throughout the region and the world.

I wish you all the very best of luck as you begin to apply what you have learned.
