مساء الخير. انه من دواعى سرورى أن أكون هنا وأجد الفرصة للتحدث اليكم قبل البدء فيما آمل أن يكون مغامرة عظيمة وفرصة لتكوين ذكريات وأصدقاء ستحملونها معكم الى آخر العمر.

أود أولاً أن أهنئكم جميعاً على اختياركم وقبولكم فى مبادرة المعاهد الجامعية الفنية. وكما قال "بروس"، فقد تم اختياركم بعناية نظراً لنجاحاتكم وآدائكم الأكاديمى فى الماضى وانا أعتقد ايضاً أنه نظراً لتعبيركم عن الاهتمام بالإشتراك في البرنامج والالتزام بقبول التحدى الذى يطرحه هذا البرنامج الذى سيتم بعيداً عن وطنكم. نحن نشعر بالامتنان لكم لقبولكم الاشتراك فى هذا البرنامج التعليمى وفى هذه الفرصه.

أود أن أقدم جزيل الشكر للسيد "بروس لوهوف" وفريق مبادرة المعاهد الجامعية الفنية وأيضاً مديرة الفريق "أمل صالح" لريادتهم لهذا البرنامج. وأنا أعلم أنكم تستعدون لتناول الغذاء ولا بد أنكم تشعرون بالجوع الشديد وتتمنوا أن أسرع فى كلمتى فسأحاول أن أفعل ذلك.

لقد أتيحت لى الفرصة كخريجة جامعية أن أشترك فى برنامج لهيئة فولبرايت. فأنا أختبرت بنفسى مشاعر القلق التى قد تشعرون بها أنتم الآن حول ظروف المعيشة التى ستتعرضون لها ومتطلبات البرنامج الأكاديمية التى ستطَلعون بها، ولكن أود أن أؤكد لكم أنكم مستعدون لكل هذا. فقد تم اختياركم بعناية لهذا البرنامج والآن عليكم الدور فى انتهاز هذه الفرصة للعمل الجاد، وهو ما أثق أنكم ستفعلونه.

لقد كان أحد أهم أحداث حياتى أن حصلت على هذه الفرصة وآمل أن يكون كذلك بالنسبة لكم. أنتم المجموعة الثانية من الطلبة الذين يشتركون فى مبادرة المعاهد الجامعية الفنية. وكما تعلمون أنه برنامج يستمر لمدة ثلاثة أعوام تمول من الوكالة الأمريكية للتنمية الدولية وتديره هيئة فولبرايت. ويهدف البرنامج الى إتاحة الفرص التعليمية والشهادات المهنية واختبار المجتمع الأمريكى لحوالى 650 طالباً وطالبة من مصر فى معاهد جامعية فى الولايات المتحدة.

انه برنامج فريد بعض الشئ لأن معظم المنح الأكاديمية التى قدمت فى الماضى كانت تستهدف مؤسسات ذات دراسة لأربعة سنوات أو للحصول على البكالوريوس أو على درجة الماجستير أو الدكتوراه. إلا أننا عندما نظرنا حولنا فى مصر بدأنا نسمع عن مجالاً ربما يمكننا المساهمة به فى الحياة المهنية والتنموية للمصريين. أنا أعلم أن الكثير منكم حاصل على شهادة جامعية أو فى الطريق الى الحصول عليها.

نحن نعتقد أن نظام المعاهد الجامعية الأمريكية تكوَن بصفة فريدة بهدف إتاحة خبرة عملية غالباً فنية وتعليمية. فهناك أنواع معينة من التدريب المهنى لا يوجد عادة فى الجامعة. لذا فإن الجمع بين خبراتكم التعليمية التقليدية هنا وما توفره المعاهد الجامعية الفنية فسيكون فرصة سنرى نتائجها العملية على المدى البعيد. نحن نعتقد انها فرصة أكاديمية مثيرة للغاية.

ربما سمعتم أن أول مجموعة ذهبت للولايات المتحدة العام الماضى كانت تضم 155 من الطلاب درسوا أو يدرسون فى 24 معهد جامعى فى 18 ولاية أمريكية. وهم يدرسون الزراعة وإدارة الأعمال والتمريض وتكنولوجيا المعلومات وغيرها. وقد تركت المجموعة الأولى انطباعات ممتازه بين زملائهم ومضيفيهم ومثَلوا مصر بجدارة. وقد تطوع البعض منهم لتدريس اللغة العربية بالمجان لأصدقائهم الأمريكيين، كما تطوعوا فى الكنائس المحلية أو الجوامع وشاركوا فى مناسبات محلية أخرى.

وتم اختيار أحد الطلاب ليكون متحدثاً فى حفل تخريج الكلية. وفى الولايات المتحدة يعتبر هذا شرفاً عظيماً واعترافاً من الناس بنجاحه الأكاديمى والإجتماعى معاً. لذا فأظن أنه شرف يشترك فيه كثير من المشاركين فى هذا البرنامج وأنا أتمنى لكم نجاحاً مماثلاً.

إن النجاح الحقيقى لهذا البرنامج بالطبع سنكتشفه عند عودة زملائكم لمصر. ونأمل أن نتابع أخباركم لإكتشاف كيف سيساعدكم هذا البرنامج وكيف سيشجعكم على إيجاد وظائف جيدة. وسوف نكون سعداء لسماع تعليقاتكم عما نجح البرنامج فيه وعما لم ينجح فيه.

لقد عملت هيئة فولبرايت هنا لمدة 60 عاماً وبرنامج المعاهد الجامعية حديث جداً وسوف نهتم بسماع آرائكم فيما إذا كنا سنستمر فيه فى المستقبل بعد نفاذ الميزانية أم لا. آمل أن تجدوا الفرصة للقاء طلاب مصريين لا زالوا موجودين فى الولايات المتحدة للدراسة لمدة عامين. أحثكم على استكمال الجهد الجيد الذى بدأه زملائكم وأن تبنوا فوق نجاحهم. أعتقد أن الفيس بوك و غيره من وسائل الإنترنت ستساعدكم على استمرار التحدث الى بعضكم البعض والمشاركه بتجاربكم التى عايشتموها فى الولايات المتحدة. أعتقد أن التواصل عبر الإنترنت أصبح جزءاً حيوياً فى تكوين مجتمعات عبر البحار والدول.

أرجو أن تدرسوا جيداً. وآمل أن تستغلوا كل الفرص المتاحة لكم. هذا البرنامج يتيح لكم فرصة فريدة للتعلم والتفاعل مع المجتمعات الأمريكية فى مختلف الولايات المتحدة. يوجد فى المعاهد التى ستلتحقون بها مكاتب خاصة لخدمة الطلاب الأجانب وهذه المكاتب ستساعدكم على إيجاد العائلات والأصدقاء فى الولايات المتحدة وسيشركونكم فى العديد من النشاطات الجامعية والفرص الرياضية وغيرها من المناسبات الثقافية التى ستجدونها فى الولايات المتحدة. وستجدون أيضاً فرصة للتدريب العملى الذى يؤهلكم أفضل للدخول فى سوق العمل. وبينما تتعلمون مهارات جديدة خلال فترة التدريب سوف تراقبون سوق العمل الأمريكى وكيفية إدارته. سوف تطورون ايضاً لغتكم الانجليزية وسوف تتحدثون أكثر طلاقة من الآن. أتمنى أن تكوَنوا صداقات فى الولايات المتحدة تدوم مدى الحياة. وأنا أشجعكم على المشاركة الفعالة فى المجتمعات التى ستعيشون فيها. فأنا لاحظت أن العديد من المعاهد الجامعية التى ستلتحقون بها لا توجد جميعها فى المدن الكبيرة، والبعض منها يوجد فى مجتمعات صغيرة حول الولايات المتحدة. أعتقد أنكم ستجدون الفرصة لفهم التنوع فى المجتمع الأمريكى وثقافته.

لإن احدى انجازات هذا البرنامج هو أننا نشرناه بصورة عريضة فى مصر لضمان وجود تمثيل جيد لكل المحافظات وكل المدن فى هذا البلد الكبير. وأعتقد ان هذا هو هدفنا من أجلكم أيضاً. فمن الصعب أن تجد نمطاً واحداً لكل الأمريكيين الذين ستعيشون معهم وتعملون معهم وتصنعوا صداقات معهم فى الأنحاء المختلفة من الولايات المتحدة.

أنه وقت ممتع للغاية. انه لشرف لنا أن نتعرف عليكم قليلاً وأن نتيح ما نأمل أن يكون فرصة مثمرة لكم. وكما قلت فى البداية أنه فرصة لمساندتكم فيما نأمل أن يكون تجربه فى حياتكم تتذكرونها بفرح بعد عودتكم الى مصر. أتمنى أن تكونوا أصدقاء يدومون مدى الحياة. و أتمنى أننا ساهمنا بطريقة صغيرة فى أن تستطيعوا العودة وتكوين حياه مهنية ذات مغزى وتكتسبون مهارات ستحتاجونها فى التواصل مع زملائكم فى مصر. ومرة أخرى اتمنى أن تكونوا نقطة وصْل هامة فيما أحب أن أطلق عليه علاقات مصرية أمريكية قوية جداً.

إن أحد أهم الدروس التى تعلمتها خلال خبرتى الطويلة فى العمل الدبلوماسى هو أن الاستثمارات فى التعليم التى نقوم بها هو أفضل أنواع الاستثمار على الإطلاق – نحن لا نحقق ابداً خسارة مادية من هذه الاستثمارات. فى النهاية ستكتسبون شيئاً لم يكن لديكم اليوم وأعتقد اننا سنكون قد ساهمنا فى استثمار طويل المدى، كما قلت، فى خلق روابط صداقة ثابته بين الولايات المتحدة ومصر.

مره أخرى أتمنى لكم التوفيق الكامل وأن تصحبكم سلامة الله فى رحلتكم. ولا تنسوا أن تبعثوا برسائل لذويكم لأنهم سيتطلعون الى سماع أخباركم. وأنا أتطلع لسمعاع أخبار نجاحكم العام القادم.

Good afternoon, it’s a pleasure to be here and to have a chance to talk to you before you begin what I hope to be a great adventure, and an opportunity to create memories and friends that you will carry with you for the rest of your life.

I would first of all like to congratulate all of you for having been selected and accepted into the Community College Initiative. As Bruce has said, you were carefully selected for your past academic success and performance, and I think also for your expression of interest and commitment to undertaking a challenging program far from your homes. We’re very grateful to you for agreeing to participate in this educational program and opportunity.

I’d like to thank Bruce Lohof and the CCI team very much, also the team manager Amal Saleh, for their leadership in this important program. This is, I know, right before you’re having lunch, so you must all be very, very hungry and hopeful that I will hurry up so that you can have something to eat—and I will try to do that.

I had an opportunity myself as a graduate student to participate in a Fulbright program, so I know firsthand the kinds of anxieties you may have about what kind of living situation you’re going to have and about the demands of the academic program that you’re going to undertake. But I can assure you that you are prepared for it. You have been carefully selected for this and now the rest is up to you to basically take advantage of this and work very hard, which I know that you will do.

It was one of the most exciting events in my life to have this opportunity, and I hope that it is for you as well. You’re the second group of students to participate in the Community College Initiative. As you know, this is a three year program funded by the U.S. Agency for International Development and administered by the Fulbright program. The purpose is to provide educational opportunities, professional certification and exposure to American society, to approximately 650 students from Egypt at U.S. community colleges.

This is somewhat of a unique program—most of our academic scholarships in the past have all been aimed at four year institutions -- for bachelor’s degrees, for masters’ degrees, for PhD’s. But as we looked around Egypt, we began to hear of perhaps an area where we could contribute to the professional and development of Egyptians. I know many of you already have university degrees, or are partly through your university degree.

The U.S. community college system, we think, is uniquely adapted to provide very hands-on, often technical experience and education. Certain types of professional training that are not normally found in a university. So the combination of your formal educational background here and what the community colleges can contribute—it’s going to be very interesting to see the long term results of this. We think it’s a very exciting academic opportunity.

The first group, as you may have heard, went to the U.S. last year, and there are 155 students so far who studied, or are studying, at 24 community colleges in 18 states. They are studying agriculture, business administration, nursing, information technology, and other fields of study. The first group has made a great deal of positive impressions on their host colleges and friends. They have represented Egypt with great distinction. They often, some of them, volunteer to offer free Arabic classes to American friends. They volunteered at local churches, or mosques, and participated in other local events.

One student was elected as a commencement speaker at his college graduation. In the United States, this is a very great honor, and a recognition of both academic success, as well as community success, that people recognize very much the contribution the student had made. So it’s an honor that I think can be shared broadly with the other participants in this program, and I wish you equal success.

The real success of this program, of course, will be found after your colleagues and you return to Egypt. We will be hopefully following up with you to find out how this program has helped you—hopefully it will help you—to help see what we can do to encourage finding good jobs for those who have participated in this program. And we will be very interested to hear your feedback about what about this program worked very well for you, and what didn’t.

Fulbright has been here for 60 years. This is a very new program, and we will be very interested to see whether it’s something we will want to pursue in the future, after the initial funding expires. I hope you will have a chance to meet some of the other Egyptian students who are still in the United States on two year programs. I urge you to continue the good work that your colleagues have started, and to build upon their success. I gather there must be Facebook or other online arrangements, which you can also keep in contact with each other and share your experiences that you’re having around the United States. I think that online networking has become a very critical part of maintaining communities across oceans and countries.

I hope that you study hard. I hope that you take advantage of all the opportunities that will be available to you. This program provides you a unique opportunity to learn and to interact with American communities across the United States. Most of the colleges that you will go to, will have offices that will have special support for foreign students. Often these offices will help you find families and friends in the United States. They will get you involved in any number of campus activities, athletic opportunities, and other cultural events that you will find in the United States.

You will also have an opportunity to get hands-on training through internships in order to better prepare you for the work force. While you are learning new skills during your internship, you will also be observing the U.S. workplace and how it runs. You will also advance your English language skills, and most likely become even more fluent than you are now. I hope you make lifelong friends in the U.S. I encourage you to become truly part of the communities in which you are studying. I noticed that many of the community colleges are not all in big cities. Some of them are distributed throughout the United States in smaller communities, and I think you will really have an opportunity to get to understand the diversity of American society and culture.

One of the hallmarks of the program that you’re in is that we have reached broadly around Egypt to ensure that we have a good representation from all governorates, all towns throughout this huge country of Egypt, and I think that’s what we’re trying to expose you to as well. It’s hard to come up with a stereotype of Americans once you have lived and worked and befriended Americans throughout all different parts of the United States.

This is a very exciting time. It’s a privilege for us to get to know you a little bit, and to provide what we hope will be a very productive opportunity for you. And—as I said in the beginning—to be able to help support you in what I hope will be an experience in your life that you will look back on when you return to Egypt with great fondness. I hope that you will have friends that you maintain throughout your life. And that we can contribute in some way to your ability to come back and create lives, meaningful professional lives, and acquire skills that you need to share with your colleagues in Egypt. And again, to be an important link in what I like to think of as a very strong U.S.-Egyptian relationship.

One thing I have learned throughout my long experience in our diplomatic service is the investments we make in education are the best investments we’ve ever made—we never lose money on them. At the end of the day, you will acquire something you don’t have today, and I think that we will have contributed to a long term investment, as I said, in creating solid links of friendship between the United States and Egypt.

So again, I wish you all the very best of luck, and I wish you Godspeed on your journey. Don’t forget to write home to your parents, because they will be interested in finding out what you’re doing. I look forward to hearing about your success next year. Thank you very much.
