U.S. Ambassador Scobey Signing the Grant

صباح الخير وأهلا بكم في السفارة الأمريكية بالقاهرة. أعتقد أنه من الرائع أن نلتقي اليوم بعد أسبوعين فقط من زيارة الرئيس أوباما الذي جاء إلى هنا وقال إن الولايات المتحدة ترغب في المزيد من التعاون في مختلف المجالات التجارية والعلمية والتعليمية والثقافية مع العالم الإسلامي.

لدينا فرصه اليوم لنسير في هذا الطريق من خلال التوقيع على منحتين لمنظمتين مصريتين. إنه لمن دواعي سروري أن أشهد اليوم التوقيع على هاتين المنحتين من الوكالة الأمريكية لتنمية التجارة ووزارة النقل المصرية والشركة المصرية للهيدروكربون. وكما قد تعلمون، تعمل الوكالة الأمريكية لتنمية التجارة على تحقيق التقدم الاقتصادي ودعم التعاون بين القطاع الخاص الأمريكي والدول النامية. ومنذ يناير 2007، وفرت الوكالة نحو 3.2 مليون دولار في صورة منح لإعداد دراسات جدوى وبرامج تدريب ودعم فني للقطاعين العام والخاص المصري. كذلك موّلت الوكالة المشاركة المصرية في العديد من الزيارات الاستكشافية وورش العمل الاقتصادية في الولايات المتحدة والمناطق الداعمة لتنمية بنية تحتية حديثة.

تصل قيمة المنحة الأولى اليوم إلى 658 ألف دولار وذلك لإعداد دراسة جدوى لإنشاء نظام تحكم إيجابي في القطارات على السكك الحديدية المصرية. ولن يقتصر ذلك على تحديث نظم تكنولوجيا المعلومات ولكن الأهم من ذلك أنه سيساعد الهيئة على تحقيق أهدافها المتعلقة برفع مستويات السلامة والأمان وكفاءة شبكة السكك الحديدية لزيادة حركة التشغيل على الشبكة القائمة حالياً.

كذلك تخصص المنحة الثانية البالغ قيمتها 263 ألف دولار للشركة المصرية للهيدروكربون لإعداد دراسة جدوى لإنشاء مجمع بتروكيماويات في العين السخنة لإنتاج مادتي البروبلين والإثيلين اللازمتين لإنتاج البلاستيك والراتنجات والألياف وغيرها من المنتجات. ولايوجد مثل هذا المجمع حالياً في مصر على الرغم من أهميته القصوى لتطوير صناعة البتروكيماويات. وقد وقع اختيار الشركة المصرية للهيدروكربون على شركة "كيلوج براون آند رووت" الأمريكية لإجراء الدراسة لتقييم هذا المجمع الذي تصل طاقته إلى 2.5 مليون طن متري سنوياً من البروبلين والإيثلين.

هذه المنح لا تمثل سوى جانب واحد من مبادرات عديدة تقوم بها الحكومة الأمريكية في مصر لدعم التنمية الاقتصادية وهي دلائل ملموسة على التزامنا لتحقيق الرخاء لمصر كما تمثل أيضاً تجسيداً لدعوة الرئيس أوباما لمزيد من التعاون بين بلدينا.

ويسرني الآن أن أدعو السيد/ محمد نبيل إلى المنصة للتوقيع على المنحة الأولى مع السيدة/ شابيرو والتي تمثل اليوم الوكالة الأمريكية لتنمية التجارة.

Good morning and welcome to the American Embassy. I think that it’s a nice event just two weeks after President Obama came and talked about the United States wanting to do more across all sectors of activity – commercial, business, science, education, culture, with the Muslim world.

We have an opportunity today to proceed down that course with the signing of two grants to Egyptian organizations. It’s a great pleasure for me to be able to witness the signing of these two grants between the Ministry of Transport and the Egyptian Hydrocarbon Corporation and the United States Trade and Development Agency. As you probably already know, the Trade and Development Agency advances economic development and promotes collaboration between the private sector in the U.S. and developing countries. Since January of 2007, the Trade and Development Agency has committed $3.2 million in feasibility, training and technical assistance grants to the Egyptian public and private sector. In addition, the Trade and Development Agency has funded Egyptian participation in orientation visits and business workshops in the United States and the regions that support the development of a modern infrastructure.

The first grant, in the amount of $658,000, is for a feasibility study for a positive train control system on the Egyptian National Railways. This will not only help modernize the information technology, but most importantly, help the company meet its objectives in the areas of improved safety and capacity of rail networks to operate more traffic over the existing infrastructure.

Similarly, the implementation of the grant for $263,000 for the Egypt Hydrocarbon Corporation to conduct a feasibility study on the building of a steam cracker in Egypt. The grant to EHC will be used to evaluate the proposed construction of a steam cracker complex in Ain Sokhna that would produce propylene and ethylene, used to make plastics, resins, fibers and other specialized downstream products. Egypt does not currently have a steam cracker, which is considered a building block for petrochemical industrial development. EHC selected the U.S. contractor Kellogg Brown & Root to conduct the study to evaluate the planned 2.5 million metric tons per annum steam cracker capable of producing large quantities of propylene and ethylene.

These grants represent only one of many U.S. Government initiatives in Egypt to support economic development, concrete evidence of our commitment to a prosperous Egypt, and I think also a fulfillment of President Obama’s own call for greater cooperation between our two countries.

I’d like to invite now Mr. Mohamed Nabil to the podium to the sign the first agreement with Ms. Shapiro, who’s here from the Trade and Development Agency of the United States.
