يسعدنا أن نرحب بهذه المجموعة الصغيرة والمتميزة من الضيوف في مقرنا اليوم. والحقيقة أني تابعت الكثير من المعلومات عن النمو المذهل لصناعة البتروكيماويات المصرية والتي نمت من نحو 320 مليون دولار منذ أربع سنوات مضت إلى أكثر من 3 بليون دولار في عام 2007. ويسعدنا جداً جداً أن يكون للولايات المتحدة دور في مساعدة مصر على تطوير هذه الصناعة مع القطاع الخاص.
إننا نوقع اليوم اتفاقية منحة من الهيئة الأمريكية للتجارة والتنمية لمؤسسة E-Styrnicsوذلك للقيام بدارسة جدوى لتقييم الظروف المناسبة لتنمية هذه الصناعة بقدر أكبر. إن هذه الدراسة والتي تقدر تكلفتها بأكثر من 400 ألف دولار، ستحدد جدوى إقامة مصنع إستيرين ضمن مجمع البولي إستيرين الذي يتم إنشاؤه بالفعل في الإسكندرية. والاستيرين هو أحد المكونات الهامة في صناعة العديد من أنواع البلاستيك التي لها أهمية كبرى في الحياة اليومية. مصر تستورد اليوم نحو 70 % من احتياجاتها من البتروكيماويات وتنمية صناعة حيوية مثل مصانع الاستيرين والبولي استيرين ستسمح لمصر بخفض اعتمادها على الواردات بل والاستفادة أيضاً من تصدير فائض الإنتاج.
وستتضمن الدراسة الجوانب الفنية والاقتصادية والتسويقية لتنفيذ مصنع الاستيرين بالتوازي مع مجمع البولي استيرين الذي يجري إنشاؤه. وستتضمن أيضاً تقييماً بيئياً وتنموياً للتأكد من أن تطوير صناعة البتروكيماويات لا يتعارض مع معايير الصحة والأمان الضرورية للشعب المصري. لقد تم توفير هذه المنحة بدعم الهيئة الأمريكية للتجارة والتنمية وهي مؤسسة حكومية أمريكية مستقلة حيث تعمل هذه المؤسسة على توفير التمويل لرعاة المشروعات الخارجية للتخطيط للمشروعات التي تدعم تطوير بنية تحتية حديثة وتساعد على تحقيق الانفتاح في النظم التجارية. ومن خلال المنح التي توفرها تساعد الهيئة الأمريكية للتجارة والتنمية على نشر التكنولوجيا وتشجيع الشراكات مع المؤسسات الأمريكية الخاصة.

We welcome a small but very distinguished group of guests in the residence today. I’ve been getting information about the amazing growth of Egypt’s petrochemical industry that has grown from only about $320 million in value four years ago to over $3 billion in 2007 and we’re very, very pleased the United States is part of helping Egypt develop this with the private sector.
Today we’re signing a grant from the U.S. Trade and Development Agency for a feasibility study to E-Styrenics to evaluate the conditions and to grow the industry even further. This study, which is valued at over $400,000, will look at the feasibility of adding a styrene plant to the polystyrene factory that is already in development in Alexandria. It’s an essential ingredient in making a variety of the plastics essential for everyday life. Today, Egypt imports roughly 70 percent of its petrochemicals, and development of the industry like styrene and polystyrene plants will allow Egypt to reduce its dependency on imports and also benefit from being able to export excess production.
The grant will look at the technical, economic and marketing feasibility of implementing the styrene plant and parallel with the polystyrene plant that is already in development. It will include an environmental assessment and development impact assessment to ensure that development of the petrochemical industry does not conflict with the health and safety of the Egyptian people. This grant is made possible by the U.S. Trade and Development Agency, which is an independent agency within the U.S. government. This agency provides grant funding to overseas project sponsors for the planning of projects that support the development of modern infrastructure and an open trading system. Through its grants, the U.S. Trade and Development Agency promotes American technologies and encourages partnership with American companies.
