القاهرة – تحدثت السفيرة الأمريكية مارجريت سكوبي إلى 46 من المصريين الحاصلين على منحة فولبرايت لعام 2008 في برنامجي الطلبة والدارسين المصريين والذين يستعدون الآن للسفر إلى الولايات المتحدة. يهدف برنامج الطلبة المصريين إلى توفير فرص للدراسة والعمل في مجالات العلوم الاجتماعية والإنسانيات والدراسات الأمريكية والعلوم والآداب عن طريق تقديم المنح للدراسة والأبحاث في الكليات المعتمدة والجامعات بالولايات المتحدة. ومن المتوقع أن يكتب الحاصلون على المنحة موضوعات للرسالة بالإضافة إلى المشاركة في الأنشطة والدراسة. كما يقدم برنامج الدارسين المصريين الفرصة لدراسات ما بعد الدكتوراه والأبحاث والتدريس في المعاهد الأمريكية في فترة تتراوح ما بين 3 إلى 9 أشهر.

وفي خطابها إلى الحاصلين على المنحة، قالت السفيرة: (أعتقد أن زملاءكم الأمريكيين سيتواصلون معكم، فإن لديكم الكثير لتعلموهم إياه، فلقد أتيتم من بلد ذي عمق ثقافي وتراثي، من قلب الشرق الأوسط، وقمة قارة أفريقيا وشاطئ المتوسط، فمصر تتمتع بكل هذا بالفعل، وسيستمتع الناس بما تحكون لهم وأنا أشجعكم على تبادل الأحاديث عن حياتكم وعائلاتكم وبلادكم.)

تغطي منحتي فولبرايت للطلبة والدارسين تكاليف الحياة والتأمين الصحي والسفر وجزء من التكلفة الأكاديمية. كما أن البرنامجين مفتوحان لجميع المواطنين المصريين، إلا أنهما لا يشملان الحاصلين على جواز السفر الأمريكي أو البطاقة الخضراء. يقبل برنامج الدارسين المتقدمين من الحاصلين على درجة الدكتوراه وذوي الخبرة في التدريس بالجامعة في الدرجة والمجال المقدم في الطلب. في حين يتطلب برنامج الطلبة حصول المتقدم على درجة البكالوريوس وسنتين على الأقل من الخبرة في مجال التخصص. كما يجب أن تتوافر لدى كافة المتقدمين مهارات عالية في اللغة الإنجليزية.

Cairo – Ambassador Scobey spoke to the 46 Egyptian recipients of 2008 Fulbright grants in the Egyptian Student and Scholar programs who are now preparing to depart for the United States. The Egyptian Student Program aims to provide an educational and professional opportunity in the fields of social science, humanities, American studies, science, and the arts, offering grants to take classes and conduct research at accredited colleges and universities across the United States. Grantees are expected to form a thesis topic and participate in extracurricular activities in addition to their studies. The Egyptian Scholar program provides the opportunity for post-doctoral professionals and scholars to conduct research and/or lecture at American institutions for a period of three to nine months.

In addressing the recipients, Ambassador Scobey said, “I think your American colleagues will reach out to you…you have so much to teach them, you come from a country of enormous antiquity and cultural depth, from the heart of the Middle East, the top of the continent of Africa, on the shores of the Mediterranean...Egypt really has it all, and people will be fascinated by what you have to tell them, and I really encourage you to share with them stories of your life, your families, and where you come from."

Both the Student and Scholar Fulbright grants include a living stipend, medical insurance, international travel, and partial academic expenses; the programs are open to all Egyptian citizens, although those with U.S. passports or green cards will not be considered. The Scholars Program accepts applicants with a doctoral degree and university teaching experience at the level and field proposed in the application, while the Student Program requires applicants to have a Bachelor's degree and a minimum of two years of experience in the proposed field of specialization. All grantees are required to have advanced English language skills. The announcements for next year's Fulbright programs will be posted on the Binational Fulbright Commission's website (http://www.fulbright-egypt.org) in February and March 2009, respectively.
